Estimating China’s Forestry Trade Barriers

China’s forestry trade policy decides its trade volume and trade benefits of forest products,and affects global forest products trade,therefore the forestry trade policy in China is becoming increasingly important.The forestry trade policy of restricting import forms trade barriers to forest products.Forestry trade barriers include tariff barriers and non-tariff barriers.According to the classification of the United Nations Conference on Trade and Development(UNCTAD),non-tariff barriers include price control measures,finance measures,automatic licensing measures,quantity control measures,monopolistic measures and technical measures.Based on the definition of Food and Agriculture Organization of the United Nations(FAO),the forest product in this paper includes timber and other raw materials,sawn timber,plywood,wood pulp and recovered paper,paper and cardboard.First,based on the literature review above,this paper indicates that it is necessary to estimate China’s forestry trade barriers level by trade restriction index(TRI) and market access restriction index(MA-OTRI).Second,this paper describes the forest products trade situation.characteristics and development trend of global and China.The study finds that as the recovery in forest products trade.the role in the global forest products trade of the Asia-pacific region is more important,however,the major forest product trading countries are still concentrated. Foreign trade of China’s forestry is transforming from labor and resource-based to technology-oriented, and the object in forest products trade is becoming more diversified and reasoned.After sorting out the forestry trade policies of United States, the European Union and Japan,we find that China should further improve forestry subsidy policy,encourage the building of forest certification system,and also pay attention to the relationship of forestry development and the environment.By calculating the trade restriction index(TRI) and market access restriction index(MA-OTRI),we find that the overall forestry trade barriers level in China is relatively low,and China is still need to further improve its forestry policy.China should further reduce domestic forestry taxes,levy import duties in a targeted manner,and improve China’s forestry tax system.Then China should pay more attention to supporting low value-added forest products’development,such as wood pulp and recovered paper,paper and cardboard,and reduce the dependence of domestic demand for forest products in foreign markets.Meanwhile China can support the development of major forestry enterprises and pilot forestry enterprises.China may strengthen artificial afforestation subsidies,encourage the development of forestry trade finance,pay attention to the effect of these supporting measures on upgrading forestry industry structure,and implement a systematically developmental and integrated supporting measure on forestry industry.China also can perfect its technical standard and specification through various channels, improve the technical contend and competitiveness of its forest products, and fight for more discourse power in international trade.At last,China should follow the international trend,improve its government green purchasing system,perfect its forest certification,and actively participate in international action to combat illegal timber logging.
