With more and more attention on the global environmental protection and forest resources protection, trade protection has been taken frequently in the international trade of forest products. Therefore, the trade barriers such as the Lacey Act have come into being.China is a processing base of forest products and its own forest resource is rare.In this situation, the trade barriers have made a huge challenge for exporting forest products in China. So this topic is of great theoretical and realistic significance to determine the nature of the acts precisely and put forward a tailored strategy. In this essay, the analysis on the economic effect has provided a scientific perspective and theoretical structures. This essay will make the standards of how to distinguish the trade barriers from the general trade protection measures more clearly and how to determine the nature of relative acts. Based on the above-mentioned, this essay will put forward the coping strategies.In the part of listing problems, this essay firstly will introduce the research background, research review, some related concepts and basic theories. Secondly, it will put forward 3 basic standards to determine the nature of trade barriers on the basis of former research results and trade rules, and methods to distinguish the basic differences between general trade measures and trade barriers.In the part of analyzing the problems, firstly, this essay will give a brief introduction to the present condition, characters and reasons, which will pave a way for analyzing the new trade barriers thoroughly. Secondly, this part will use the method of quality and quantity analysis to analyze the influence of the trade restriction from the perspective of economic effects with an aim to identify the characters of being barriers. Restricted by the data shortage and efficiency, the simulation test part will introduce the artificial neural network models to observe the changes in economic effects with the help of computers. This part aims to conduct a study on the economic behaviors of consumers. The results show that some trade measures aim to protect the domestic industries under the pretext of maintaining domestic welfare system and protecting the world welfare system. And most of these measures indeed become the barriers of international trade. Taking the discrimination of these measures and a blind use of laws and moral risks into consideration, one can find that these measures are barriers set by various countries to protect their own interests. The so-called fight against illegal purchase is merely an excuse of promoting the acts. Finally, this essay, with rich information, analyzes the export and import of forest products in China and the influences the barriers have on China’s forest product trade. It also identifies the reason why the trade barriers occur in the trade of forest products on the basis of field research. The results have shown that the character of these acts and that small enterprises do not have strength to cope with these barriers.In the part of solving the problems, this essay will put forward the detailed strategies to copy with the trade barriers. Different from coping with the general trade measures, dealing with trade barriers promoted by developed countries has to rely on the support from the government. This essay will make the cooperation system between the government, industry associations and enterprises clear. On the basis of field research and using the structural equation models. The results of field research, government plays an important role and government should have a good cooperation relationship with industry association and enterprises. And this essay will put forward the detailed strategies to copy with these trade barriers.The most efficient way to deal with the global environmental problems equally and reasonably is to establish an international cooperation system of sharing the environmental profits and environmental protection cost, which is also a guarantee to promote the healthy development of forest products and free trade. This research is just a part of the study on the forest product trade and green trade barrier and still needs to be improved. The writer hopes to continue the study with the development of practice and individual research level.
