As the competition become fierce day by day, Partial steel enterprises have known the important role of purchase management to them, which have begun to actively explore and implement. From the start of 2011, TTRZ arise loss for the first time,.How to find a way which from the purchase management opinion to raise profits and low cost have been extremely urgent.This paper rely on purchase management theory, which start from the problems of TTRZ which are take much money, high inventory level, high number idle materials, long time to sign contract, delivery date delay and so on, to deeply analysis form, implement, supervisor of purchase plan, evaluate suppliers, suppliers management, contracts management and so on. Try to give some advices in institutional reform, performance evaluate, inventory management, suppliers management, incentive mechanism, business process reengineering and so on.
