With the rapid development of global economy, the contradiction between resources environment and economic growth has become increasingly prominent. International community recognize that humanity will pay a high economic environmental costs if the city don’t transfer economic growth mode. As a new model of growth about "pursuit of economic growth and development while preventing environmental degradation, biodiversity loss and unsustainable use of natural resources", green growth is commonly regarded as an important contents to tackle resource and environmental crises, and fulfill the sustainable, balanced and compatible development of society and economy. As an important energy resources and support base for the promotion of economic development, resource-based cities have made historic contributions, its ability have become an important basis for green growth highlights the national green growth levels. Green growth is an effective way to solve the bottleneck of the development of resource-based city with the terrible resource control. The evaluation of resource-based cities to carry out green growth is both a measure of an important basis for China’s green growth levels, but also for the identification of its green development model. In the review of green growth, the paper tries to make an assessment index of resouce-based city’s green growth in grey relation projection model.This paper connecting two research hotspots of "Green Growth" and "Resource-based Cities", bases on the research perspective of the green growth, identify the development context about green growth with the method of Citespace, constructs evaluation index system and measuring model of Green Growth of resource-based cities drawing lessons from interrelated measure scales such as the scales from OECD、 UNEP、 GGGI. Measures the green growth index of resource-based city with the methods of Grey relation projection method, analyzes the model of green growth on resource-based city on the green growth index. Seventeen resource-based cities are chosen, as research, to measure their green growth index and identify their model of green growth by digging data. Based on the comparison and evaluation on green growth of these resource-based cities, suggestions about promoting green growth of cities are put forward.The results show that the triangular fuzzy entropy performance of grey relation projection method is an effective method to evaluate green growth capacity of resource-based cities. Green growth capacity of resource-based cities continues to increase, The national related policy enacted is the main motivation for resources city. Resource-based cities on the basis of its green growth ability can be divided into four types:innovation upgraded, the development of mature, steady rise and rise of consciousness development.
