Research On Regional Innovation Efficiency Of "Three Strategies" Based On Green Growth

Since the reform and opening up, China’s economy maintained a rapid and steady development, has made remarkable achievements in the world. While the development of economy at the same time, resource and environmental costs also paid the price as weight. Focusing on the development of green economy has become the main theme of economic development in the new era. The core problem of the green economy is to improve the resources utilization efficiency by reducing energy intensity, pollutants and carbon intensity of which the key to the problem is to improve the ability of green innovation. At present, the integrated development of Beijing, Tianjin municipalities and Hebei province, The Belt and Road Initiative and Yangtze River Economic Belt, which is called "three major strategies", has become a new growth pole of China’s economy and a new strong impetus to to lead the development of China’s economy. In a green economy, green growth concept swept the world on the occasion, how to achieve economic growth and environmental development is a major issue it faces. The improvement of the technology innovation efficiency of the "three major strategies" is not only an important role in alleviating the shortage of resources and realizing the green growth of the economy, but also an important practical significance for the development and restructuring of coordinated development of regional economy.Based on the perspective of green growth, this paper explores the efficiency of technology innovation in China’s "three major strategies" by using the three-stage DEA method, and compares the impact of macro environmental factors on regional technological innovation efficiency.The results of this paper show that external macro-environment factors have an impact on the regional technical innovation efficiency, after removing the external macro-environment factors and the random error term impact, the value of the regional technological innovation efficiency of "three major strategies" has rised, technical and management low levels is an important factor to influence the improvement in regional technical innovation efficiency of "three major strategies". Moreover, the majority of all provinces (autonomous regions and municipalities) are in the state of increasing returns to scale and the actual shortage.Finally, according to the research findings, we put forward relevant policy recommendations. "Three major strategies" areas need to strengthen the protection of resource conservation and the environment in the future development of the economy. At the same time, creating conducive to the external environmental factors of regional innovation efficiency, enhancinng regional innovation efficiency of "three major strategies", and guiding technology innovation and efficient regional pull inefficient areas to achieve rational allocation of resources is to achieve rational allocation of resources, and promote joint development in the region and between regions, better play the role of engine of China’s economic development.
