Green GDP Accounting Method Of Resources City

The resource-based city plays a very important role in the process of socialism modernization drive and urbanization. With the continuous depletion of natural resources, world economic globalization and rapid development of the new and expanding industries, the development of resource-based city faced serious test. Therefore, more and more resource-based cities choose to transformation.It is taken the green transformation of Taiyuan which is a typical resource-based city as the example in this paper, stated the importance to introduce the green GDP accounting concept. Based on the research achievement of green GDP accounting in and abroad, combined the actual situation of Taiyuan, it is preliminarily built the green GDP accounting system of Taiyuan which treated coal resource and quarry resource as the key accounting objects according to the characteristics of resource-based cities. It is a kind of exploratory research on the establishment and accounting method of green GDP accounting system of resource-based cities as well as the accounting of mineral resources.The main research activities of this study include:(1) This study based on the resources-economic-environment comprehensive accounting framework and the actual situation of Taiyuan, builds green GDP accounting framework in Taiyuan and accounting indicators, which including depletion of natural resources, natural resource degradation and environmental pollution.(2) This study targeted different indicators to compare different measurement methods, according to the statistical data comparison, to obtain the corresponding measurement methods and models. Such as:the market approach, the rent law, the marginal opportunity cost, income approach and so on.(3) By building the green GDP accounting system in Taiyuan City and related measurement methods, Calculated the total loss of resources and environment in Taiyuan City in 2009. Proved that the process in Green Transformation of Taiyuan City, although losing some traditional GDP growth, resources and environmental protection achieved good results.Results of this study can help Taiyuan and other resources city establish the concept of green GDP, make the transformation of economic growth; can also urged relevant government departments to increase the input of environmental protection and governance; Promote the reform of Performance Appraisal System,to include the green GDP.
