Shipping building industry declined sharply in production on account of global financial pain in 2008 deeply effect on international shipping market. Building vessels were postponed delivery by ship-owners, purchase orders were withdrew, vessels were inquired to modification and that sorts of things occurred frequently. A slow requirement of external and investment of internal contrasted against capacity growing sharply of shipbuilding in the world on that moment. During the pressure of survive, the finite purchase orders triggered for fierce price competition between shipyards. The market prices of main styles vessels were even lower than their cost prices.Fierce competition of shipping market, strict inspection in ship-owners as well as the variety of marketing demanding structure made a strong impact on Dalian Shipbuilding Industry Company Limited., (for short in DSIC). The schedule of production was slow down obviously in 2012, the main economical targets appeared decrease in the first time in 2013.For keeping the advantage and making quiet great progress, innovation is the key point for shipping building industry sustain development, requirement of ship-owners is the vane for shipping building industry. In view of, DSIC advanced to enhance technical innovation, change product method, increase quality level, shorten product period, improve ability for response market quickly and reduce the cost constantly and so on.Supported by 863 project of nation in 2013, DSIC associated with Dalian Technical and Science University, Jiangsu Science and Technical University, JIKE Company Limited., and Beijing Huaqiang Welding Engineering Company. Take building bending block of huge engine room, bow, stern, and segments as objects, use improving manufacture ability of giant vessel bending block, quality and efficiency as targets, DSIC developed a study about auto-curved technical innovation project and applied it to auto-curved equipments production. DSIC offered technical and equipment supports in order to upgrade colossal ship bending block workmanship and equipment automated level, boost our core competition in shipbuilding trade, realizing modernization shipbuilding, green shipbuilding.This article suggests DSIC’s surface automatic molding equipment transformation plan, from the demand trend, Michael Porter’s Five Forces Model to analysis market attractiveness, using PEST model to analysis of industrial development environment from the political, economic, technological, social and cultural. To analysis of enterprise internal environment from the technical advantage, human advantage and capital advantage, thereby distinguish whether the project is a right investment opportunity for enterprises.Finally, according to the theory of value engineering theory, investment of DSIC has two kinds of possibility schemes, namely, Boat deck of multi-point forming equipment (method of cold bending) and line heating curved automated processing equipment (method of hot bending) are compared with the traditional manual welding process, based on the demand trend of the market, enterprise’s strategic objective and policies of the state to ensure function evaluation factor; using expert evaluation method to determine the importance degree of each function and and value of each scheme. Based on the functional evaluation coefficient to determine the final investment scheme.
