As a bridge of the communication among inter-political, economic, technological, diplomatic, cultural, tourism, immigration among countries, the importance of port is more prominent. How to carry out the scientific and rational management of port so that it can better serve the economic and social development in Yantai, is worth to study. This paper takes the latest status of Yantai port management as a starting point to identify the problems of Yantai port management, analyze its causes, and meanwhile learn from the advanced experience of foreign port management, use some of the ideas of new public management theory and service-oriented government, combining the reality of yantai port, finally to reform the countermeasure of Yantai port management.This paper analyzes the background, research purpose and meaning of Yantai port management, and by analyzing the developing situation, natural status and administrative department settings of Yantai port to indicate the existence of uncooperative functions between examination and inspection departments, the huge difficulty in integrated management, the traditional port management system restricts the port "customs clearance" of high-level development, port inspection office units are too scattered, the level of the electronic integrated fusion is relatively low, port supervision of human resources management issues of Yantai port, and then find out the causes of these issues, the first is that the port management system and responsibilities are not clearly defined; the second is the absence of port legislation, the third is that the intensity for promoting E-Port in both our country and local governments is not enough, and the forth is that each port inspection unit is individual, a close cooperation mechanism has not been formed. Then by learning from foreign ports administrative models of "integrated border management", "single window", together with the experiences for using modern technologies of port management,using some of the ideas of new public management theory and service-oriented government, combining the reality of yantai port,and propose a reform countermeasure of Yantai port management. First, integrate the port administrative recourses, actively promote the integration of administrative resources, explore the establishment of a unified city of Yantai port integrated management; Second, speed up the establish of the E-Port system, build a unified E-Port platform to become a "single window "of business; Third, use scientific technology to build" smart port", and through out the internet, by the use of material objects connected to the Internet of Things technology to improve the level of port administrative law enforcement, service and management; Forth, build an international trade and shipping service center, improve the status of decentralized workplace of port inspection departments; Fifth, deepen the port performance evaluation, establish an overall performance evaluation system of jumping out of the individual department, creating the overall coordination, customs clearance efficiency, quality of service, and the sun-government, administration, and security emergency, honest and diligent and other aspects.
