The Evolutionary Game About Fresh Aquatic Products Safety Issues Based On Third-Party Testing

As in recent years, China’s food security situation is increasingly grim, so is the fresh aquatic food, which is regard as a special and important category of food. Food security incidents make people again and again into a panic, which leads to a serious impact on consumer confidence and enthusiasm, and it also makes the development of China’s fresh seafood industry be hampered. As an important element in food safety monitoring, the third-party testing organizations in Western countries are widely used and have developed for a long time, and they also play a positive and effective role. In addition, there are many problems in our current regulatory system for aquatic products, such as agencies overlap, duplication duty and waste of resources. What’s more, the regulatory authorities pay little attention to the source of fresh seafood supply chain compared to other sectors, which runs counter to the developed countries in regulatory philosophy. Therefore, this article uses evolutionary game theory to test the situation of the game between the farmers and the third-party testing agencies after the government takes the third-party testing agencies into the source of fresh seafood supply chain, so as to try to get useful conclusions and to provide new ideas for improving the safety of the source of fresh seafood supply chain, as well as for promoting the further development of fresh seafood industry from the point of taking the third-party testing agencies into regulatory system.Firstly, this paper focuses on the government’s choice between testing by itself or entrusting a third-party testing organization in the source of supply chain for fresh seafood by using decision tree to analyze the cost and earning of both programs to make a comparison. The result is that it is better to entrust third-party testing agencies for the government as it can reduce testing costs and improve detection efficiency.Secondly, on the basis of entrusting the third-party testing agencies for the source of fresh seafood supply chain, which means the farming conditions of farmers, the paper uses the knowledge of evolutionary game to get the ESS of the game according to the earnings of both farmers and the third-party testing agencies, and then put forward the corresponding proposed measures. The analysis revealed that the game can tend to realize the ideal state, in which the farmers tend to choose qualified production, while third-party testing organizations tend to choose weak regulation. This proves that entrusting the third-party testing agencies can play a positive role in improving the quality of the source of fresh seafood supply chain, as well as in promoting the behavioral norms, so as to further promote the healthy development of the seafood industry in seafood industry.Finally, from the view of the government, this paper puts forward some appropriate measures when the government entrusts the third-party testing agencies in seafood quality and safety supervision, which makes the article to be more complete.
