| To foster new advantages of participating and leading international economic cooperation and competition, upgrade the overall level of open economy is the strategic task which is brought up on the 18 th National Congress and the 18 th Central Committee of the Communist Party of China. It is a strategic measure to adapt to the trend of economy globalization change, as well as to lead new economic development state. As a major coastal province of open economy, Shandong has primarily realized the transformation from policy to system and accumulated relatively strong development basis and rich experience after over 30 years practice. Standing on a new historical starting point Shandong Province is confronted with a historical transformation from big to strong.A great challenge has been put forward to the open economy development of Shandong Province by the complicated new state of economy development changes from home and abroad and the new requirements of Shandong’s economy and society development. So Shandong should adjust to the new situation demands,seize the historical chance, actively fight against risks and challenges,further define the strategic position of open economy development, grip crucial factors, speed up fostering the new advantages of Shandong’s open economy development, upgrade the level of the open economy development in an overall manner.The study is conducted through combing evolutions of such theories as international trade comparative advantage, international movement of factors of production, government and social mechanism. The intension of some foundamental concepts like open economy, open economy’s development advantage, open economy’s development advantage fostering mechanism are respectively defined. A theoretical analysis and investigation are carried out on the operational mechanism of crucial factors, their mutural relations and interractions of open economy development advantages. A theoretical framework of fostering open economy development advantage has been built up. On the basis of all mentioned above,a positive analysis will be given on the landscape characteristics of Shandong’s open economy development. The development of Shandong’s merchandise trade will be evaluated on indexes such as merchandise trade dependence, merchandise trade constructure transition, merchandise trade comparative advantage; the development of Shandong’s import trade will be evaluated on indexes such as import trade merchandise structure and regional structure; the development of Shandong’s foreign capital utilization and foreign investment on indexes such as scale and structure of foreign capital utilization and foreign investment; problems like relative backwardness of Shandong’s service trade development, regional development unbalance and single external market will be stressed through analysis of service trade; problems in enterprises capacity for independent innovation, brands cluster, comprehensive service facilities will be stressed through analysis of the condition development and change of Shandong’s open economy trade; the degree of perfection of Shandong’s open economy development system will be evaluated and supported by an independent questionnaire.On the basis of theoretical analysis and empirical research, learning from and combining typical experience and models of open economy development from home and abroad, this project will propose to foster new strategic position of Shandong’s open economy development as guide and lead to foster provincial advantages from 4 positions like target, space, function and products. It also brings forward the major focus for fostering Shandong’s open economy development advantage as well as key breakthroughs and relative suggestions in 8 respects from 6 aspects like industry competition, open subject, high level factors, carrier platform, regional cooperation and business environment, in order to provide t policy-making reference for upgrading the development level of the open economy of Shandong Province. |
