With the redoubling control of our government in recent years, the tobacco industary’s development has been hindered. Four challenges and four questions of it are obviously serious over time. Therefore, it’s imminently paramount to speed up the space of development and improve the management capacity, and the quality of management staff should be the top. While, compared with the research and application of domestic and foreign countries’ leadership competency models, there are some gaps for factories in tobacco industry. Ways to improve these aspects are weak.Based on related research of leadership and leadership competency models, this thesis sets up a leadership competency model in Factory C, which is one of subsidiaries of Hunan Tobacco Limited Company, and focus on its middle managers. By probing into and analyzing the main problems and the existing status of leadership in traditional middle managers selection together with cultivation, and then it comes up with lauching outlines approaches, related principles and implement procedures to establish Factory C’s middle level leadership competency model. According to principles, ideas and methods of leadership competency model building, it follows survey interviews, model structure design, quality dictionary design, model setup and model verification in the process of constructing leadership competency model. In order to complete middle level leadership competency program description, classification, critical action characterization in three aspects of self-awareness, elite groups and leading business, it takes good use of different ways like high level interview, strategy interpretation, culture interpretation, specific events interview, center group discussion, questionnaire and so on. Eventually, Factory C leadership competency model is successfully established.The model includes 16 quality elements, which are identity organization, responsibility undertaking, integrity and pragmatic, excellent pursuit, learning and development, leadership team, knowledge and employment, communication affect, improving and promotion, crosscutting cooperation, stractegical management, plan and implementation, systematic thinking, rational decision-making, details control and innovation.Following the setup of Factory C’s leadership competency model, the factory establishes a series of evaluation methods and analysis system, and then its whole middle managers can be assessed properly. Thus, the factory regards the leadership competency assessment and evaluation as the key criteria for middle managers in consideration of selecting, training, use and leaving. What’s more, it’s in use of seeing if the middle management staff have equivalent qualities and abilities with their positions appointments.Meanwhile, by ways of event interviews, all round evaluation etc. the middle level leadership competency evaluation system is constructed. Furthermore, the application of it can be preliminarily investigated.
