Although China and CEE countries are geographically far from each other, the two sides have long historical interaction and deep traditional friendship. The bilateral international trade of agricultural products develops rapidly and trade volume hits a record high after entering the 21 st century. The bilateral trade volume grows particularly fast since the global crisis of 2008. The Chinese Ministry of Agriculture officially proposes the agricultural foreign investment strategy for the first time in 2008, encouraging agricultural enterprises to invest overseas. The Chinese agricultural “going out” strategy achieves substantial development. Therefore, it is necessary and meaningful to research the international trade of agricultural products and agricultural cooperation strategies between China and CEE countries. The CEE countries in this paper refer to the 16 CEE countries in Chinese diplomatic sense. This paper aims to analyze the bilateral agricultural trade cooperation strategies by analyzing the complementarity, comparative advantages and trade potential between China and 16 CEE countries and bilateral agricultural cooperation strategies, providing references for further development of bilateral agricultural cooperation. This paper contains five chapters. Chapter I introduces general information such as background, significance, research frame and deficiencies of this paper. Chapter II emphasizes both theoretical basis and data analysis. It analyzes the complementarity and comparative advantages of bilateral agricultural trade by using RCA, TCI and G-L indexes. Chapter III constructs three suitable gravity models by using panel data, analyzing bilateral trade potential. Chapter IV selects Poland, Romania, the Czech Republic, Lithuania and Bulgaria as examples based on trade volume, analyzing bilateral agricultural trade cooperation strategies. Meanwhile, it analyzes the bilateral agricultural economic and technical cooperation strategies. Chapter V summarizes the full text, puts forward corresponding policy suggestions.Three main conclusions were drawn from the paper: firstly, the overall trade volume of agricultural products between China and sixteen CEE countries is small but is increasing year by year, concentrating mainly in Poland, Romania, Czech Republic, Lithuania and Bulgaria. The bilateral trade potential of agricultural products hasn’t been fully explored yet. Compared with the trade volume of agricultural products between China and sixteen CEE countries, the bilateral agricultural economic and technological cooperation is few. Thirdly, both China and 16 CEE countries show strong willingness in agricultural cooperation. Thus, the bilateral cooperation prospect is relatively broad. The innovation points of this paper mainly expressed in two ways. One is that it selects the sixteen CEE countries in China’s diplomatic sense as research objects. The relative broad research objects analyze the comparative advantage, complementarity and agricultural cooperation strategies comprehensively; the other one is that under the background of agricultural “going out” strategy and combined with research conclusions, this paper puts forward corresponding policy suggestions, conforming to time and policy trend.
