The finiteness of land resources and the high demand people have for land resource determine the scarcity of land resource which influences the course of the social development in the process of modernization. In the increasingly prominent contradiction between human and land cultivated land today, how to increase the area of cultivated land and improve the cultivated land quality has become a problem we need to solve. The saline-alkali land resource is one of the important part of reserved cultivated land resources, the development and utilization of saline-alkali land resource as cultivated land resource can not only guarantee the dynamic balance of the cultivated land, but also ensure the process of social development and urban construction, thus ensuring that the amount of cultivated land will not change.This paper takes the saline-alkali land in Huanghua City, Hebei Province as a study area, introduces the geographical location, social and economic conditions, land use status quo of Huanghua, has a scientific analysis of soil fertility status and a cultivated land suitability evaluation of saline-alkali land there. Before having an analysis of saline-alkali soil fertility status, we carry out a field survey on saline-alkali land, collect the soil samples, then measure them so as to get the index data about p H, organic matter, alkali-hydro nitrogen, available phosphorus and available potassium and salinity of saline-alkali soil sample. After the relevant data was processed, we analyze the saline-alkali soil fertility condition. In terms of cultivated land suitability evaluation, we identify nine indexes as evaluation indexes based on the principle of selecting indicators and consulting experts, rasterize the saline-alkali land area by using the software of GIS, determine the weight value of each evaluation index using the analytic hierarchy process(AHP), make a quantitative classification diagram of each evaluation index, have a cultivated land suitability evaluation and divided it into four levels by using the weighted index sum and GIS.(1)In saline unutilized Huanghua township, the soil salt content and available phosphorus larger differences, the difference between the largest towns are Qijiawu old town and township, the coefficients of variation were 163.75% and 134.7%. The smallest differences in soil p H, the biggest difference is the old town, township, and its coefficient of variation was 6.91%, the difference is minimal Qijiawu rural towns, its coefficient of variation was 1.9%.(2)The area best suitable for cultivation is 29.57 and accounts for 9.08% of the total; the area moderately suitable for cultivation is 165.8 square kilometers and accounts for 50.19% of the total; the area moderately unsuitable for cultivation is 100 square kilometers and accounts for 30.71% of the total; the area not suitable for cultivation is 30.3 square kilometers, accounting for 9.3% of the total.
