The wetland value can be divided into use value and non-use value. The non-use value as an important value is often overlooked,which can cause the decision biases and result in invalid resource allocation. In order to make the wetland value be evaluated legitimately, it is essential to research on non use value of wetland. The contingent valuation method( CVM) is considered to be the effective evaluation methodfor non-use value of ecosystem services and resources. By simulating the real market, the willingness to pay(WTP)and the willingness to accept(WTA)can be evaluated, and then nonuse value of environmental goods can be evaluated. CVM has been widely applied to the evaluation of non use value of wetland.Wetland is a complex ecological system,of which non-useful value can be decomposed into many categories.The evaluation of partial non-useful values has important significance for people to understand wetland value and wetland protection. A general method of applying CVM to evaluating partial values is to directly ask respondents the willingness to pay for every partial value. This approach often leads that the sum of partial values exceeds far more than the total value surveyed. Another general method is to survey total the non-use value and let respondents choose a partial value he is most willing to pay.From this way, we can get each paid percentage of each partial value,which can be applied to the total value decomposition. In this method, the source of sampleareresidents who have different cultural levels.In the sample,a small proportion of respondents accurately understand the real target value. So just using CVM to evalue the wetland partial non use value will reduce the reliability and validity of the questionnaire datas, make the questionnaire lengthy, aggravate the burden from questionnaire and cause serious bias. To make up for the insufficiency of single use of CVM, this paper bases on the existing researches andintegrates the DBDC-CVM and fuzzy AHP into a comprehensive evaluation method for wetland partial non-use value. In the last part of the article, taking Sanjiang Plain Wetland as application object, the comprehensive method using AHP, FAHP, the expert supporting degree method, Delphi method and CVM can be used to evalue Sanjiang Plain Wetland’s non-use values, partial values, average willingness to pay,and so on. The empirical study leads to conclusions:(1) The bid value, educational level, annual income affecte significantly on willingness to pay.The bid value and influence of annual income are the most significant. Income, education level are positively related to willingness to pay, and the bid value is negatively related to willingness to pay.(2) Taking Sanjiang Plain Wetland as the object, the calculated average WTP with application in the random utility model DBDC-CVM is 1394.5 million yuan per year and Sanjiang Plain Wetland non-use value is 340.92 million yuan per year.(3) The sequencing of importance in the index layer:biodiversity value > value of preventing irreversible change > value of maintaining ecosystem>cultural value > genetic resource value > knowledge existence value > Saved habitat value > historical value > aesthetic value value. The sequencing of importance in the criterion layer, existence value > heritage value > option value.(4) in the index layer, biodiversity value is 54.9 million yuan per year, value of preventing irreversible change is 48.6 million yuan per year,value of maintaining ecosystem is 42.5 million yuan per year, cultural value is 38.3 million yuan per year,genetic resource value is 37.9 million yuan per year,knowledge existence value is 32.8 million yuan per year, Saved habitat value is 29.9 million yuan per year,historical value is 28.3 million yuan per year, aesthetic value value is 27.9 million yuan per year.In the criterion layer, existence value is 141 million yuan per year,heritage value is 115.2 million yuan per year,option value is 84.8 million yuan per year.The conclusion of the study lays the foundation for the cost benefit analysis of ecological environment, and provides a beneficial reference for relevant environmental policy about cost burden and benefit distribution.
