Currently, the deterioration of the global warming and the environment has become a: issue of global concern, proved that the development model of high pollution, high energy consumption, high emission of style does not fit in today’s society. More and more people are welcome to reduce pollution, reduce energy consumption and low emissions as a symbol of low-carbon sustainable manner, which is also reflected in the rural tourism activities. From the data collected in a large number of documents can be found in the current study abroad for rural low-carbon tourism is still in its early stage of exploration, the lack of a more comprehensive theoretical system, to explore the level of development of the evaluation system for low-carbon tourism rural areas is very small.Index System ranged between theoretical research and practical applications is an important stage of rural low-carbon tourism planning and decision-making processes, the theory into practice is the central link. Therefore, the construction of rural low-carbon tourism development level evaluation index system is beneficial not only to help policy makers and the public about the overall situation of rural tourism development of low-carbon levels, but also help to monitor trends in low-carbon rural construction, reflecting the achievements and shortcomings, building a low-carbon future for rural adjustment, to carry out the development of rural and social development planning services.Based on the comparative analysis of domestic and foreign scholars on the "rural tourism" and "low-carbon tourism" on the basis of research results, re-defines "rural tourism", "low-carbon tourism" and "low-carbon tourism village" concept for this article The first indicator system to sort out the concept. After completion of related concepts defined, the paper stakeholder theory and sustainable development theory expounded, as the theoretical basis for constructing the index system. By DPSIR model, under the guidance of stakeholder theory and the theory of sustainable development, according to th basic principles of indicators established the framework of this paper, the development of low-carbon tourism village level evaluation index system preliminary design.In this paper, FAHP fuzzy AHP, the level of rural low-carbon tourism development evaluation index system is divided into four, namely the target layer, criteria layer, layer index layers and elements. Target level for rural tourism development of low carbon levels overall evaluation; guidelines layer is divided into five indicators according to the method DPSIR model, namely the driving force, pressure, state, impact and response; index layer that is below the standard level refinement, The same modules described in different categories reflecting indicators; while elements layer is used as the base layer of the entire system.Retrieving a lot of reading in rural or low-carbon low-carbon tourism travel-related research literature, comparative analysis of domestic and international tourism scholars on the level of low-carbon tourism perspective of rural development studies, the research literature on the initial indicators were compared by scholars concerned screened scholars Concerned about the high initial targets, and then refer to the process of tourism development, assessment standards issued by domestic and foreign, initially established 6 initial targets. After two rounds of the survey group of experts, and ultimately established the 49 initial index factor. Then through the third round of the Group of Experts investigating the importance of comparing the initial index of evaluation, the results of the statistical analysis out the entry YAAHP software to calculate the weight of each indicator to obtain, and the indicators scoring rules explicitly.Finally, the article according to stakeholder theory, four were from rural low-carbon tourism related stakeholders:government, rural tourism enterprises, rural residents and visitors starting to put forward four aspects of rural low-carbon sustainable development of health tourism recommendations. First, governments need to coordinate the relationship between the parties, to boot from the policy, funding and planning; Second, rural tourism enterprises need to actively change the mode of development of tourism, the development of low-carbon rural tourism; Third, rural residents need to respond to the Government call to actively participate in the construction of rural low-carbon tourism; fourth, tourists: Enhanced low-carbon tourism awareness and reduce the carbon footprint of rural tourism. This article is the first country in the field of low-carbon tourism bold exploration, to provide a low-carbon future levels of rural tourism development evaluation activities some guidance.
