Research On The Transition Questions Of Resource-based City

The rise and development of resource-based city has distinctive particularity. Typically,it is start with resources exploitation and then consider the transition due to exhaustion of main resources. In China, resource-based cities formed in a special period of industrialization during which the formation of cities lack of scientific planning and layout.The rise of cities is used to satisfy national demand for resources, thus creates abruptness of cities’ development. Resource-based cities make a great contribution to the development of national economy. The development of resource-based cities is based on the exploitation and utilization of resources, which creates dependency upon the resources and a single industrial structure. Because the development of the city is subject to non-renewable natural resources, the industry transformation has become a necessity.Industry transformation of resources city is a huge and systematic project considering the characteristics of sudden, periodic, mixed specialty of resource-based cities. There are many restricting factors for industry transformation such as deformity of industrial structure,shortage of funds, lack of human resources, institutional barriers, labor reemployment barriers, and unsound social security system, etc. This article is start with the system obstacles to analyze the factors that hinder the industry transformation of resources city.System is vital for the economic operation thus the analysis of system obstacles is helpful to project the industry transformation of resources-based city and to improve the efficiency of transformation.From the resource-based cities’ own point of view, resource problem is highlighted because of the decline of resources, and further trouble the economic growth. As a result,industry transformation of resources-based cities not only needs their own efforts but also needs policy support. This paper analyzes the reason of industry transformation of resources-based city and the support they need.The study of the transition of resource-based cities first appeared in the European and American countries. Based on the fact that European and American countries complete the process of industrialization earlier than China, the problem of recession also first appeared in resource-based cities of those countries. The industry transformation of resources-based cities has become a worldwide problem. Through summarizing the practice of foreign industry transformation and analyzing of advantages and shortcomings of foreign transformation, this paper provide reliable scientific reference for the transformation of resource-based city in Chinese.In 2013, the new "National Resources City Sustainable Development Plan(2013-2020)" bring new guidelines for industry transformation of resources-based city. Thebest time of industry transformation of resources-based city is the mature period. Therefore,it is vital for the a mature resource-based city to capture the reform opportunity to achieve sustainable development. Datong city is a mature resource-based city that is now in the process of sweeping reforms. Taking Datong city as an example, this paper select several successful industry transformation of resources-based city to exam and evaluate the industry transformation of Datong city.At the end of this article, this paper provides policy recommendation of the system innovation and industry transformation of resources-based cities. However, whether these suggestions are effective still need further study and empirical support.
