| Resource-based cities are the types of cities that have developed from local resources.For a long time,they have been an important source of energy and raw materials for the country and have made important contributions to the country's economic and social development.There are many resource-based cities in China.In 2013,the State Council officially promulgated the National Sustainable Development Plan for Resource-based Cities(2013-2020),and for the first time,the combination of quantitative and qualitative methods was used to determine the distribution of resource-based cities.The 262 "resource-based cities" in China are defined.For resource-based cities,resources are the driving force of these cities and the lifeblood of the city.The resource industry is the leading industry in resource-based cities and can absorb a large amount of labor in the region.However,in the process of development,resource-based cities did not give high priority to issues such as resource development and environmental damage,which ultimately led to ecological destruction,economic recession,depletion of resources,and economic recession in these areas.Heilongjiang Province is the province with the largest number of resource-based cities in the country.There are 14 resource-based cities,including 7 prefecture-level cities,namely Yichun,Jixi,Hegang,Shuangyashan,Daqing,Qitaihe and Heihe.Most of these cities are It is in a period of recession,a long period of development,and a similar pattern of development,all having a major impact on the local economy and society.After many years of large-scale development,resource-based cities in Heilongjiang face a series of problems such as the decline in resource extraction,the gradual exhaustion of resources,a single industrial structure,and ecological destruction.These problems have severely constrained the economic and social development of resource-based cities in Heilongjiang Province.Although in recent years,cities in Heilongjiang Province have actively implemented industrial transformation measures,the ecological environment has also been improved,and the transformation has seen initial success.However,the problem of resource-based cities in Heilongjiang Province is not caused overnight and cannot be effectively resolved in the short term.Based on this,the industrial transformation of resource-based cities in Heilongjiang is imperative.For further analyzing the effect of transformation of resource-based cities in Heilongjiang Province,this paper combined qualitative research and empirical research method,choosing a typical resources city in Heilongjiang Province for study.Yichun is one of the largest specialized forestry cities in China and one of the largest resource-based cities in northeast China.Since the establishment of the forestry bureau in 1948,it has been in development for 70 years.Due to the exploitation of resources over time,the original forest in this area has been reduced,leaving mostly secondary forest.In 2005,Yichun was designated as a pilot project for the economic transformation of national forestry resources.In 2008,it was listed as one of the first resource-exhausted cities in the country,and the road of transformation has been 10 years.Therefore,Yichun can be regarded as a microcosm of the development of resource-based cities in northeast China.Based on this,this paper takes the city's present industry development as the starting point to analyze the effect of Yichun's transformation,set up a corresponding transformation effect evaluation index system,using the theory of evolution of industrial structure,industry life cycle theory,sustainable development theory as the theoretical foundation,revolved around why,effect how,how to turn to resource-based city industry of Heilongjiang Province to do in-depth study.Firstly,this paper analyzes the bottleneck of development in Yichun and points out the main problems of Yichun.Secondly,from the economic,social,environmental information and three systems create the evaluation index system,with the aid of SPSS software for data processing and using factor analysis as well as analytic hierarchy process(ahp)to analyze the Yichun from 2003-2016 data,to study the effect of industry transformation of Yichun,concluding that during the implementation of industrial transformation,economy and society,resources and environment condition overall is in a good state.Finally,according to the above conclusion,the paper analyzes Yichun's advantages and disadvantages in the transformation and from three aspects: economy,society and environment puts forward the corresponding countermeasures and suggestions for Yichun industry transformation.The main measures include: adjusting the industrial structure,vigorously developing continued industry,speeding up the adjustment of economic structure,realizing the reasonable industry configuration,strengthening the construction of the technical innovation ability,establishing innovative talent training mechanism,etc. |
