Currently in China, more and more workers migrants into the city as the development of the economic Society and the continuous relaxed population policy make favorable conditions for the workers. According to the research report on the new generation of migrant workers from the Chinese academy of social sciences(Population and Labour economics net) in 2012,there are 84.78 million new generation of migrant workers totally,accounting for 58.4% of all migrant workers, which indicates that the new generation of migrant workers have become the main component of all the migrant workers and the become the main force of urban construction. While the new generation of migrant workers can’t share the results equally caused by the civilization and development of the city and they are excluded from the various society welfare and social security system because of different institutional factors and social factors. Obviously, it is contrary to the principle of social justice, and the core of "people-oriented" from the scientific development conception. It is not good for the harmonious development of Chinese society and economy and not good to solve the "three rural" issues comprehensively, that will hinder the process of the urbanization in China.
