As Chinese economic entered a "new normal", technological progress and technological innovation is an important way to achieve economic growth. Technological progress as endogenous variables of economic growth studied factors is an important means to dig Chinese economic growth potential. Because of China geographically widespread inconsistencies among regional development stage, facing different cutting edge of technology, so the analysis of the impact of space location of technological progress and technological progress can not be ignored. Simultaneous analysis of provincial space from the perspective of technological progress, and seek new growth pole, pole to generate new ideas surrounding areas a strong radiation effect is the "new normal" under through regional core growth. The impact of technological advances in geographic space just outside the non-technical factors, and through the influence of independent research and import trade and other technical factors are the provinces of technological progress can not be ignored. Especially in the import trade, with the proportion of Chinese imports of high-tech products on the rise, this means access to knowledge spillovers through technological advances made way is a more cost effective means of saving, and therefore influencing factors analysis of provincial technical progress when considering the impact of technical factors and non-technical factors to achieve under the "new normal" of China’s economic growth in the new model.This article consider technical factor and non-technical factors from geographical space, high-tech imports, R & D investment, and other factors through the establishment of spatial panel data models on provincial technological progress by comparing methods for each factor affected provinces(municipalities and regions) to be analyzed, not only has a certain theoretical significance, but also for the provinces to tap their own potential, to optimize the allocation of resources, promoting regional technological progress.Firstly, there are sort of technological progress under the terms of the relevant research, the current study found that diffusion effects from geospatial, high-tech products imported literature affect provincial perspective on the relative lack of technological progress in the literature study. By factor endowments theory, Leontief paradox and Vladimir agricultural life cycle theory to analyze the impact of high-tech products imported to technological advances, the use of growth pole theory, gradient theory and core area- fringe theory to analyze the diffusion effect of space and technology the relationship between progress and limited by technology gap between theory and learning by doing theoretical discussion of the role of technological progress R & D investment. Therefore, this proposal presents the relevant suggestions from the cooperation, and promote lasting development, improve the system and so on.
