Since the end of last century,high-tech zone,with high technical content,high added value and high competitiveness,which called "three highs" characteristics,has become the most successful model for countries to develop high-tech and also has been the leader of the national innovation system.Many successful cases such as American Silicon Valley,Japan Tsukuba,India's Bangalore Software Park and Taiwan Hsinchu Science Park have fully demonstrated that high-tech development zone is an effective way to improve innovation capability and enhance core competitiveness of a country or region.Construction of high-tech development zone in our country is from the mid-1980s.The number of national high-tech development zones in our country has reached 115 by 2015.The establishment of high-tech development zone is considered as one of the most striking phenomena in the process of China's market economy.Since high-tech development zone provides soil for free growth and opens road to enter free market,it is able to step forward in the economic tide of China and changed the structure and growth of China's economy in the past ten years.But our country's high-tech development zone development is still mixed.Some have been among the forefront of the world industry,some have sustainable development problem such as high energy consumption and high polluting production model brings heavy load and some even have survival problems.What is worse,in order to introduce a technology or equipment,some high-tech development zone spent a lot of pre-investment but with little success because of not focusing on learning and technology diffusion.Therefore,we need to analyze and compare the innovation efficiency of our country's high-tech development zone from the angle of input and output,reveal the efficiency of technological progress,the efficiency of resource allocation and the efficiency of innovation of the high-tech development zone which is in order to excavate the potential of high-tech development zone,promote the transformation of the production mode of high-tech development zone and provide strategic reference for the management department of high-tech development zone.How to improve the overall technical level of high-tech industry park is a major task in the development of high-tech development zone,which it must face.At present,the research of high-tech development zone mainly focuses on the development mode,innovation system,comprehensive evaluation,industrial agglomeration and regional economic development,but the research on the efficiency of technology innovation is still short of complete system.In the same time,much attention has been focused on how to improve the technology innovation ability of high tech Industrial Park,while the research on the technology of high-tech industrial park is relatively small in the past.If there is no effective diffusion technology in space,the influence of technological innovation on society,economy and so on is always potential.Compared with the technology innovation research,technology diffusion research has been greatly neglected,and the practice of the technology diffusion of public policy is also very lack both at home and abroad.After decades of development,spatial econometric study has been well applied in many aspects,especially in the study of spatial effect of regional development.But at present,the research on the regional development which uses the spatial metrology is more concentrated in the provinces and cities and it is seldom focused on the spatial effect.And it has important practical significance to apply this method to the study of high-tech development zone in China.Based on this,this paper takes the typical high-tech industrial development zone as the backing,firstly,analyzes the development situation of each high-tech development zone;secondly,uses various DEA models to evaluate and measure the technical efficiency of the high-tech development zone;then uses principal component analysis to analyze the technological innovation capability of high-tech development zone without considering the impact of high-tech development zone technology diffusion on the local economic activities;uses system dynamics method,researches on the impact factors,methods,intensity and spatial effects of the high-tech enterprises in the high-tech development zone at different scales with the guidance of technology diffusion law and studies technology diffusion in high-tech development zone;uses method of econometrics to measure and analyze the technical diffusion between the high-tech development zone and conducts in-depth study on the influence of technological innovation on local economy in high-tech development zone at the same time;finally,finds an effective way to improve the overall technical level of national high-tech industrial development zone and enhance its independent innovation capability.This is of great significance to realize the economic benefit and social benefit of technology innovation.The main researches of this paper are as follow:(1)The study of present situation of high-tech zone.First,the paper researches on the number of enterprises,employment,industrial output value,total income,net profit,investment in science and technology and other aspects of the overall development of the National High-tech Zone from2007 to2013.Then,it compares and analyzes the different situation of each high-tech development zone and gets the general development situation of high-tech development zone,which prepares for the comparative study of the following chapters.Through the analysis of statistical data,the paper finds that,after twenty or thirty years of development,high-tech development zone has made great progress in all aspects,has a huge role in promoting the local economy and makes a great contribution to the development of the local economy.(2)Comparative studies of high-tech development zone technology innovation efficiency.In the process of high tech Zone Innovation of in-depth analysis,the paper uses factor analysis method to refine the evaluation index system of high-tech Zone,and measures the high-tech Zone technology innovation ability on the basis of the index system,then uses the traditional DEA model,super efficiency DEA model and the three-stage DEA model to study the evaluation and the measurement method of technological innovation efficiency.The research shows that the technology innovation capacity and technology innovation efficiency in large scale and economic developed areas is generally higher than of high-tech zones in the Midwest and northeast;the technical efficiency of Yangtze River Delta and the Pearl River Delta region is higher than that of other high-tech zones;At the same time,in recent years,the technical efficiency of other high-tech zones is improving rapidly,which has the trend of catching up with that of Pearl River Delta and Yangtze River Delta.(3)Technology diffusion capacity research of high and new technology development zone.The paper analyzes the relationship between regional economic development and high tech zone economy and then analyzes the relationship between technology innovation and regional economy,on the basis of which the paper constructs the evaluation index of evaluating the technological innovation diffusion capacity of the high tech Zone and analyzes the factors of evaluation index by factor analysis and studies the technology diffusion capacity of high tech Zone.The diffusion capacity of technological innovation in high tech Zone is not consistent with the law of the efficiency of technological innovation ability or the law of the efficiency of technological innovation in high tech Zone.The diffusion capacity of high tech zones which have high innovation capability and high efficiency of innovation is not necessarily high.Many high tech Zones' technology innovation ability is very strong even their innovation ability and innovation efficiency is just generally.But the technology diffusion capacity of many large cities is very weak.(4)Research on spatial diffusion mechanism of high-tech development zone.Diffusion is one of the main factors in the formation of industrial clusters,And high-tech is a common place of industry agglomeration.Through the research on how technology spillover of high tech zone happens between enterprises,how does it spread in the overflow channel after the occurrence and what kind of environment does technology absorption source need to better digest and absorb technology,the paper draws a conclusion that the absorption path of technology absorption source presents"S" type,while the change of technology spillover effect is the reverse "S" type;the technology stock change of the overflow source is mainly influenced by the independent innovation ability,and the change of the overflow power is mainly influenced by the trust degree,the overflow effect and the distance.(5)Research on spatial diffusion effect of High-tech development zone.On the basis of deep study on the technology space diffusion effect theory of High-tech development zone,the paper does comprehensive research on the effect of technology space diffusion in high-tech Industrial Park,measures whether there is technology diffusion of technology diffusion in the high tech Zone and And the factors influencing the space diffusion of technology has carried on the empirical research.Through research shows that technology diffusion of our country high-tech zone has strong spatial correlation between high-tech zone and technological innovation activities on the adjacent high-tech zone technological innovation has a strong positive effect,increasing the investment of technology innovation activities of high-tech zone has a great role in promoting technological innovation level.The analysis also shows that the technological innovation activities of high tech Zone are not significant to the economic development of the cities in the neighboring high tech Zone.
