As the key of grass-roots team,the team leaders’ability of management stands for the grass-roots team’s ability of management. The training of team leader has been used as the main way to spread theoretical knowledge, professional skills and management skills for many years in CD Cigarettes Factory. So study on the team leades’training program based on competency model is very important for CD Cigarettes Factory, not only in theoretical significance but also in practical significance.In this paper,firstly,the author researched the behavioral theory, cognitive theory, structure theory,humanism theory, competency model theory and so on, then constructed the competency model of team leader on CD Cigarettes Factory by the means of behavior event interview and questionnaire survey. At last, the paper took the competency model of team leader as the core to study and design the training program for team leader based on the competency model. This training program effectively avoids the defects, such as weak pertinence, curriculum overlap,resource wasting and less effective which are very universal in traditional trainingIn the paper, the competency model of team leader consists of fifteen competencies, such as objective-oriented, coaching and monitoring, task coordinating, executive ability, cost awareness, security control ability, which are extracted from five dimensions, organizing capacity, controlling capacity, communicative competency, teamwork ability and comprehensive capability. Then, the author count the weight factor of every competencies by using pairwise weight, and build the norm for high performances. In order to defining the training needs, the author assessed the team leaders’ competencies in competency model, found out the lap between the team leaders’ present competencies and the norm for high performance, analyzed the possible reasons. At the same time, the author also studied the training methods, time,site, train teachers, effectiveness. The final training program for team leader was designed on the basis of teaching students in accordance with their aptitude, competency-orientated, overall control, sustained development. According to the different lap,the author identified the training target,chose the training content, such as target management, time management executive ability,cost control, safety management, interpersonal relationship and communication, stress management, team building and innovation, devised suitable curriculums, allocated needed training teachers, chose suited training and assessment methodsThere are six chapters in the paper, the first chapter states the background,purpose and significance of the study. The second chapter presents the theories of training design. The method of constructing competency is the content of the third chapter. The forth chapter analyzed the present training of CD Cigarette Factory. In the fifth chapter, the author devised the training program for team leader based on the competency model. The sixth chapter is about conclusions and prospects.
