In recent years, as China continues to accelerate the process of urbanization, industrialization and rising standards of environmental problems become more severe. "Twelve Five" period, the environmental protection industry has been listed as a national key strategic emerging industry development. In this context, the development path of the domestic water companies have gradually through capital acquisitions, restructuring means, professional operation, industrial chain extension and so enhance their core competitiveness policy guidelines by the converter to improve the market share of the new stage, the enterprise modernization direction of integrated environmental services company in transition increasingly clear.Z Group founded in 1998, after 17 years of development, the Group has developed into a company involved in the field of urban water supply, sewage treatment, farmers market operations, the port terminal, small loans and equity investments and the like. As the company grew, Z Group need to further enhance the profitability of self-support business, in order to meet the requirements of shareholders on business performance.This study adopts theoretical analysis and empirical research method of combining analysis, by collecting, collating relevant theoretical literature, interior materials, and industry data, SWOT analysis, PEST analysis, five forces model, this analysis within the Z Group faces external environment, clear its industry position, and then select its water affair strategy, and proposed implementation plans and safeguards.This study suggests that, Z Group should choose SO (growth-oriented) focused strategy, environmental protection and water around the core business, increase outreach efforts, the industrial chain integration, synergies and capital operation platform to achieve enterprise rapid expansion. Meanwhile, the group needs to build investment and financing platform, operational control platform and technology development and application platform, thereby enhancing the ability to integrate resources, operational management and control, team of professional strength, brand influence, corporate cultural cohesion, in order to ensure the effective implementation of the strategy. Further, since the strategic management is a long, dynamic process, the Group needs to focus on strategic objectives, and clearly define business development, human resources, financial arrangements and long-term development plan for each stage of development, in order to foster and enhance the company’s core competitiveness, maximize competitive advantage and effectively control operational risks, Z Group to achieve sustainable and healthy development.
