With China’s accession to the Framework Convention on Tobacco Control and the rise of a worldwide wave of tobacco control, the tobacco industry is increasingly cramped living space, so internal competition will become increasingly fierce. If tobacco companies want to get in the competition advantage and enhance core competitiveness, they must strengthen enterprise management, optimize business processes, improve business performance, establish and improve the performance appraisal system, and contribute to the achievement of strategic objectives.The paper, taking Jinchang City Tobacco Company performance appraisal system as the research object, analyzes the problems and deficiencies of the existing performance appraisal system in existence. on this basis, the paper proposes Jinchang tobacco company performance appraisal system improvement goals and ideas, designs improvement program and the implementation of safeguards in the program.The paper,the use of the Balanced Scorecard, 360-degree assessment method, AHP and other performance assessment tools,from three aspects including performance evaluation index system, the implementation of performance appraisal procedures and the results of the application of performance assessment, optimizes the existing performance appraisal system, in order to improve and perfect the Jinchang City Tobacco Company performance appraisal system,to improve human resource management and to achieve corporate strategic goals. Meanwhile I also hope this article will provide some ideas and lessons for other tobacco enterprise the construction of performance appraisal system.
