| The quality of urbanization is the core of urbanization, which is also an important index of whether the development of urbanization is healthy, harmonious, efficient and sustainable or not. Changing the concept of urban development and accelerating the improvement of the urbanization quality is the key to the healthy, harmonious and sustainable development of urbanization, which will also exert a far-reaching significance to break the current dilemma, to solve urbanization problems and promote sustainable development of economy and society in the future. The improvement of the urbanization quality is the common result of urbanization endogenous and exogenous motivation together.Yunyang is located in the core area of the Three Gorges Reservoir, as well as the most immigrants to the county. The development of urbanization in Yunyang is under the influence and leading of exogenous forces in the three gorges project construction and mass migration movement, and is also limited by the vulnerable and sensitive ecological environment.The ecological constraints of urbanization development is very obvious. Currently Yunyang is in a critical period of further reform and development of urbanization, and a series of problems in the process of migration relocation and in late period of the three gorges project construction have become the bottleneck to further improve the urbanization quality. Studying urbanization quality of Yunyang county in the different stages of resettlement and reconstruction, and analyzing its influencing factors, to provide decisive support for the development of scientific development strategy of Yunyang county urbanization in late period of the three gorges project construction, which has important significance to guide the Yunyang and the three gorges reservoir area to take a new road of urbanization, whose core is the improvement of urbanization quality.Taking Yunyang County, Chongqing City as the research unit, to explore the major exogenous force- under the impact of immigration and relocation, the evolution of urbanization quality and characteristics of Yunyang County; establishing a quantitative evaluation index system to estimate the urbanization quality of Yunyang County in 1992-2013, and then use the coordination of the contribution rate, other disorders of the model of urbanization migrant relocation to analyze the urbanization quality of the various stages of migrant, and based on the gray prediction model to predict the main contribution and obstacle factors,to analyze the potential problems, in order to propose some strategies and recommendations for Yunyang County. The results show as follows:(1) The urbanization of Yunyang is under the influence and leading of exogenous forces, which is a special urbanization progress; which is driven by strong national policy, it’s a passive, stressful type urbanization; which is lack of economic foundation supported artificially type urbanization; whose ecological environment is very sensitive, it’s a fragile type of urbanization.(2) During 1992-2013, the overall urbanization quality in Yunyang County has significantly improved, whose speed continues to accelerate. The whole evolution process of Yunyang urbanization quality can be divided into low gentle undulation stage (1993-2002), low slow lifting stage (2003-2006), lifting stage acceleration and high-speed(2007-2009), stable phase of ascension (2010-2013).(3) In 1993-1995 and 1998-1995, the total contribution rates of positive factors are less than total blocking rates of negative factors, which leads to the urbanization quality of Yunyang in the two periods keep declining; while in other periods the total contribution rates of positive factors are greater than the total blocking rates of negative factors, so the urbanization quality of Yunyang keeps rising.(4)The constant mass scale of fixed asset investment, economic rapid growth, steady improvement of the residents’ living quality, the continuous improvement of the social security and service have always been the main driving factors to promote the improvement of urbanization quality of Yunyang country. While the expanding gap and the disordering relationship have always been the main obstacles to restrict the improvement of urbanization quality of Yunyang country. But with the speed of widening gap between urban and rural areas slowing down, whose impediment strength is gradually decreasing. During the first to fourth resettlement and reconstruction phase, ecological factors’ quality keep declining, and large population outflow is always the main obstacle of urbanization quality improvement.(5) During the late period of the three gorges project construction, narrowing the gap between urban and rural areas, strengthening ecological environmental protection, improving the degree of citizens of the agricultural transfer population, strengthening industrial supporting ability, solving the problem of town "hollowing out" become an important way to break the obstacle of urbanization quality improvement, which is also a major measure for the sustainable promotion of urbanization quality in Yunyang country. |
