Urban construction and investment company(UCIC) is a special kind of economy entity in China. UCIC shoulders the heavy responsibility of urban construction and urbanization. UCIC is an important force of urban construction and economy development in China.In November 2013, The Third Plenary Session of the eighteenth Communist Party of China Central Commit issued some major issues dicision of the Central Committee of the Communist Party of China about deepening the reform in an all-round way. It made general plan for deepening reform in an all-round way of state-owned asset and state-owned enterprise. In September 2014, the State Council issued advices about strengthening local government debt management. It declared the mission was end that all kinds of UCIC was used as government capital raising platform. It was the new beginning in 2014 that a new all-round reform of state-owned enterprises in China, and that transformation of local government debt flatform. Facing The grim crossroads of reform of state-owned enterprises and transformation of local government debt platform, where is PSUC’s outlet, where is PSUC’s reform direction. How will PSUC earn its own upkeep and get development?In this paper, through analyzing the matters that existing in former business model of PSUC, Innovation project of PSUC’s business model is brought forward that based on marketization, industrialization, Performance. Nine factors are innovated:modern enterprise system, asset securitization, finance industry, new energy industry, cultural originality industry, old age support service industry, exchange of property and equity, squatter settlement rebuilding, whole village land consolidation. Emphasis of innovation for operating direction and activities is brought forward in this paper. In order to making PSUC can seize the good opportunity of this round reform of state-owned enterprises and transformation of local government debt platform, PSUC throws itself into transformation of a fully competitive market entity, and tries to achieve sustainable development. Finally, emphases and contents of risk managements that are put forward from three aspects, including policy risk, capital raising risk, cash flow risk, that they escort for the innovation of PSUC’s business model.
