America is the most advanced country in the world in terms of technology, also it is the country which can set up unequal order and technology barrier. America achieved its current status by taking advantage of the technology revolutions, therefore America is fully aware the importance of technology and would restrict other countries with technology barrier and policy. Due to historical and reality reasons, China was the main target of America regarding technology barrier since 1949. Technology restriction and communication often became the main focus in the diplomatic effort between China and America, and the subject is often discussed by the leaders of the two countries. Under the background and opportunity of China’s “Open and Reform” policy, how to introduce the advance technology and break the technology barrier is paramount to the economic development and modernization of China. Technology barrier may seem like an economic issue, but in essence it was a political and security issue which worth discussing. Therefore, researching the technology restrictions imposed to China by America would have both economic and political meanings. Hence it is essential to understand the background, content, logic, evolution and future prediction of the technology restrictions and the impact of the technology restrictions on China.This article contains four parts:The first part will discuss the basic content, methods and evolution of the technology restrictions imposed on China by America.
