Study On The Construction Of Chengdu Regional Innovation System

Since the 1990s, the world economy began to shift from the industrial economy to the knowledge economy,in the knowledge economic society, science and technology have become the endogenous variables of the economic growth. Meanwhile, with the continuous progress of economic globalization, all countries and regions of the world in order to achieve rapid economic growth and dominance in the increasingly fierce international market environment, have to strengthen the regional innovation system(RIS) construction and enhance regional innovation capability as an important initiatives to economic development. In recent years, the regional innovation capability of Chengdu have been enhanced significantly,and the RIS have been optimized, however, what can not be ignored is that there are so many problems in Chengdu RIS,such as innovation incentive mechanism is not perfect, market leadership is not clear,the conversion of innovation is not effective. Therefore, this paper intends to study the Performance of Chengdu RIS by data envelopment analysis(DEA), through the date of 15 important cities to find the distance of Chengdu RIS to the other cities.then through the Interpretative Structural Modeling Method(ISM) to find the way to construct the RIS of Chengdu, and then make some relevant decisions Suggestion based on the above research.Firstly, the paper describe research background, significance, research status,explain the contents roughly, and the research methods, at the same time, the paper select four mature RIS in the world as research objects through comparison to learn from for the Chengdu RIS.Then, select the date of 10 sub-provincial cities and five planning solo cities in 2013, using the method of data envelopment analysis to research the performance of Chengdu RIS, and to find the distance of Chengdu RIS from the other cities, and From the Angle of innovation environment, establish the ISM of environmental influencing factor for Chengdu RIS,to find the way to develop and optimize the Chengdu RIS.Finally, base on the successful experience of maturity RIS in domestic and overseas, and research result of this paper, With the actual situation of Chengdu from SWOT, proposed the suggestion to construct and optimize the Chengdu RIS.
