Evaluation Research On Implementation Effect Of Agriculture Regional Planning In Fujian Province

Agriculture regional planning is to reasonably allocate and distribute agricultural productivity. It plays an important role in the formation of agricultural regionalization and specialization. Since the founding of new China, China has carried out agriculture regional planning on a national scale three times. And Fujian Province has made some achievements in its agriculture regional planning work. But problems such as similar regional structure and unbalanced regional development of agriculture still exist. Relevant scholars attach importance to the development of agricultural regional planning theory and the actual planning formulation. But few studies evaluate the implementation effect of agricultural regional planning. This paper sorts out the research progress of agriculture regional planning and planning implementation evaluation at home and abroad. Then, the paper takes the "Regional Layout Planning of Fujian Province’s Three Characteristic Agricultural Industrial Belt, Four Leading Industries and Nine Key Characteristic Agricultural Products from 2005 to 2010" as evaluation object and evaluates the implementation effect.This paper divides the implementation effect of Fujian Province’s Agriculture Regional Planning into regional layout effect and economic effect. On the evaluation of the regional layout effect, use the Gini Coefficient, Moran’s I Index which measures the spatial autocorrelation, Industry Area Concentration Ratio, Location Quotient, Krugman Specialization Index and Comprehensive Advantage Index to evaluate the industrial concentration degree of the Three Characteristic Agricultural Industrial Belt, the industrial agglomeration and regional specialization degree of the Four Leading Industries, and the realization degree of regional comparative advantage of the Nine Key Characteristic Agricultural Products. The study finds that the development of characteristic agriculture regional specialization in Fujian Province is still in its infancy and that the growing polarization effect of the centers is greater than the diffusion effect. During the planning implementation, the characteristic agriculture regionalization degree of Xiamen, Fuzhou, Nanping and Sanming has obviously improved, with Quanzhou and Longyan an average level. But Putian, Zhangzhou and Ningde has not changed significantly. On the economic effect evaluation, evaluate the achievement of the main objectives of Fujian Province’s Agriculture Regional Planning and the effect of the characteristic agriculture regional specialization on promoting the competitiveness of agricultural products on quality, added value and credibility. By using Cobb-Douglas production function to construct panel data regression model, estimate regional specialization effect of planting industry, forestry, animal husbandry and fishery on farmers’ income in counties (cities, districts) of Fujian Province. After that, use spatial econometric model to analyze the influence factors of the planning implementation effect-characteristic agriculture regional specialization. The study finds that the development of regional specialization of planting industry, forestry and fishery has a positive effect on the growth of per capita net income of farmers. The contribution depends on the degree of regional specialization itself and influence coefficient. And the influence coefficient of the animal husbandry regional specialization is not significant. Aquaculture area and market demand don’t have a significant influence on characteristic agriculture regional specialization in Fujian Province, with labor input and policy factor a weak negative impact, crop planting area a low negative role, technology development a weak positive effect, and traffic conditions a significant positive influence. Finally, put forward policy suggestions on the revision and implementation of a new planning on the basis of summary of the planning implementation effect and influence factors. They involve improving the quality of planning, making effective safeguard measures, strengthening the planning department’s guidance and control, and establishing planning implementation evaluation mechanism.
