Study On The Input-Output Efficiency Of Chinese Regional Fiscal Expenditure For Science And Technology

Science and technology is not only the first productive forces,but they are also the indispensable motive power of the development of economy.Macrocosmically, the development of a nation’s science and technology should be carried out from two aspects:one is longitudinal field of science and technology,the other is transvrsal regional science and technology.Any imbalance development of the two fields will affects the achievement of national science and technology target. As an important role of science and technology activities,the government’s investment and efficiency will directly affect the development of science and technology in the whole country.Based on the current situation of the regional fiscal expenditure for science and technology in China, this paper firstly analyses the relationship between regional fiscal expenditure for science and technology and its relevant output,and then discusses the problems existing in it.At last,the author puts forward some targeted suggestions.Therefore,this paper has the vital significance in improving the regional input-output efficiency of fiscal expenditure for science and technology and optimizing the allocation of China’s financial resources of science and technology.The author uses the theoretical analysis and empirical analysis methods to analyse the input-output efficiency of Chinese regional fiscal expenditure for science and technology.First of all,this paper introduces the theory that is relevant to the input-output efficiency of fiscal expenditure for science and technology.Then,the author uses the Data Envelopment Analysis and the Malmquist index method to find out the input-output efficiency of Chinese regional fiscal expenditure for science and technology.At last,the author analyses the influencing factors of this paper’s input-output efficiencyThe results show that there are still some problems in the efficiency of scale and the regional and pure technical efficiency.As to static efficiency,eastern area’s scale efficiency is higher than the central area,and central area is higher than the western area.And the eastern area’s pure technical efficiency is higher than the western area, the western area is higher than the central area.As to the dynamic efficiency,the technical progress index of the three areas has a relatively large effect on the Malmquist index.On the contrary,the scale efficiency change index and the pure technical efficiency change index have a low impact on the Malmquist index.In view of the above analysis of the conclusions,the author puts forward some targeted suggestions to improve them:in terms of the total amount and the structure of the fiscal expenditure for science and technology,all the areas should intensify regional fiscal expenditure for science and technology,and raise fiscal expenditure for science and technology’s proportion of fiscal expenditure and GDP. In terms of the policy of the fiscal expenditure for science and technology,the government should give more preferential policy on tax, business venturing and making use of foreign investment.In terms of the management of the fiscal expenditure for science and technology,the areas should optimize the management of science and technology financial funds,skilled personnel and the performance of the fiscal expenditure for science and technology.
