After stepping into the 21st century, our country has become a veritable big manufacturing nation, but it is far from a powerful manufacturing nation. Exploring scientific and technical potential of manufacturing industry. Improving its competitiveness and speeding up the transition of manufacturing industry is necessary. Currently, relevant research in scientific and technological potential of manufacturing from domestic and foreign scholars mainly concerned two main aspects:on the one hand, the evaluation research of the manufacturing sector focuses on competitiveness, new technology, information technology, technical innovation and technological innovation efficiency and so on. Which are mostly on development evaluation of the current situation of the manufacturing industry, but relatively little research is done in potential future science and technology development of the manufacturing sector. On the other hand, scholars who study on evaluation of scientific and technological potential is more focused on national or regional levels, research relating to industrial level is insufficient. This study is based on previous research, analysis on the scientific and technological potential influencing factors and build manufacturing industry evaluation index system of scientific and technological potential, summarizes the development of manufacturing industry in the past of china, and analyzes on the current development of manufacturing science and technology, so as to raise the scientific and technological potential of Chinese manufacturing industry, and provide reference for promoting the transition of a powerful manufacturing nation.This study is based on scientific and technological potential in the manufacturing industry-related research. Firstly, reclassified the manufacturing industry, and research on the connotation of manufacturing science and technology potential. Then, summarize the factors affecting the scientific and technological potential of manufacturing and divided them into technology inputs potential, manufacturing technology potential, technology outputs potential, technology support potential and technology proliferation potential. Because of the scientific and technological potential is related to the current scientific and technological capabilities and its future growth. Therefore, based on these two types of indicators weighted criteria for evaluation of scientific and technological potential. At the last, use the vertical and horizontal method to evaluate scientific and technological potential of the 24 manufacturing industries, and then the current scientific and technological potential of Chinese manufacturing industry development can be concluded.After the evaluation analysis on manufacturing technology potential, the following conclusions can be drew:our country’s scientific and technical potential trend of manufacturing is relatively stable. The input and output of science and technology potential is more stable than the manufacturing technology, scientific and technological support and diffusion of science and technology potential in recent six years. Overall technology potential in different level has different stability. Its advantage and disadvantage of itemized technology potential also has differences. According to the evaluation of the scientific and technical potential of Chinese manufacturing industry results, the study combines the K-means clustering to carry out separate countermeasure study of the scientific and technological potential of the upper, middle and lower reaches of manufacturing industry, and formulate targeted policy recommendations for the advancement of its scientific and technological potential.
