The Study On The Evaluation Model Of Expressway Operation Performance

In recent years, with lots of express way constructed, a serious problem that how to manage these growing highway assets is present to expressway mangers. In our country, operation main body is a group of a limited liability company, which mangers the assets of expressway. Performance evaluation is the advanced tools which is used to manage and operate the enterprise. With the performance evaluation, assets operation condition can be mastered, the reasonable management decisions can be made, the enthusiasm of managers can be inspired. These results can r educe principal-agent cost. Therefore, it is particularly important to establish scientific and reasonable performance evaluation system. Considering this reason, an evaluation system was established which is suitable for our country expressway characteristics and management system.Firstly, the paper make a invetigation on the content of the performance evalution. It is consisted of content of performance evaluation in detail, the essentials coposition and theoretical principles of the performance evalution. The anylisis ponit out theoretical principles's affection on the performacne evaluation, study the government capital performance balance method and balance score-card and invetigate the advantages and shortcomings of the two method.Secondly, the basic attribute is studied based on the economic characteristics and physical properties ,then the expressway management system is anylized. The paper summerize the current management classification and the advantages and shortcomings under different management system. In accordance with these management systems, some problems are put forward, based on which some suggestions are proposed.Finally, after understand the performance evaluation methods and the characteristics of the expressway. Based on the balance score-card and state capital performance evaluation method, a evaluation system which is suitable for expressway operation enterprises in China is established in this paper. From the aspects of financial affairs,customers, internal process and lerning growth, a method that efficiency coefficient method and fuzzy comprehensive evaluation are combined to make the performance evaluation calculation, and then some data are collected to verify the method.
