Empirical Research On Effect Of Poverty Alleviation Policy

The policy of Poverty Alleviation is the most important measure since carrying out the poverty alleviation in China. Due to the special natural conditions and cultural traditions, the western region has been on the brink of economic development and become the key and difficult areas for poverty alleviation and development. Since the policy of Poverty Alleviation carried out, the western region has alleviated poverty significantly, and part of the poor counties has got rich. But this policy has some places needed to improve.In order to better research the effect of the policy of Poverty Alleviation, this article sees the county government as the research object, and choose Huining County in Gansu Province as the case. Based on a brief literature review of Poverty Alleviation policy performance evaluation, this article analyses the measures and status of the poverty alleviation. With the help of the new public service theory and the specific requirements of new rural and the well-off society, this article constructs the poverty alleviation performance evaluation index system from many aspects, and takes advantage of the principal component analysis method to process the data during 2001-2010, which the "China’s rural poverty and development program" was implemented. By stating the result, we deeply analyze the policy of Poverty Alleviation and problems existing in the implementation process, and put forward some countermeasures targeted to the problems, which is better to improve the efficiency of poverty alleviation and enhance the sustainable development ability in poverty areas.The main structure of this article has arranged five sections. The first part mainly describesthe background, meaning, the research status of the domestic and foreign, the research idea and so on. The second part of the article introduces some concepts and the theory basis about the evaluation of poverty alleviation policy. The third part chooses Huining County in Gansu Province as the research object and briefly describes the measures and status of the poverty alleviation. The fourth part is the focus of the article. By constructing the index system, we take advantage of the principal component analysis method to evaluate the effect of poverty alleviation policy and analyze the results. The fifth part puts forward some countermeasures for western county government to improve the performance of poverty alleviation, which targets to the problems in the implementation process.Based on research of Poverty Alleviation policy performance evaluation, this article takes Huining County in Gansu Province an example, which the "China’s rural poverty and development program" was implemented. And this article constructs the poverty alleviation performance evaluation index system from economic basis, human development and living condition. We connect the qualitative analysis and the quantitative analysis. At the sometime it provides beneficial reference to poverty alleviation policy for the whole western area.
