Under the continuous promotion of the national macro-economy and deepening reform policies,the market integration and opening pattern of the engineering survey and design industry gradually formed.The original regional and industry protection gradually disappeared,and the market competition became increasingly fierce.Talents as survey and design enterprises participated in market competition.The basic resources are increasingly valued by enterprises,and the status of human resource management in enterprise management is also getting higher and higher.Small and medium-sized survey and design is facing more and more serious problems of attracting and stabilizing talents.In order to maintain the stability of human resources,maintain the fundamental strength of enterprise development,and seek further growth and development,small and medium-sized survey and design enterprises hope to make more use of human resources management.Great role to adapt to the changing needs of the enterprise.Performance appraisal,as the key content of human resource management,is an important means to achieve enterprise stability,motivate talents and enhance the competitiveness of enterprises.The scientific and reasonable performance appraisal system can reasonably evaluate and recognize talents,and give talents according to the evaluation results.Appropriate incentives and training are conducive to building a community of employees and employees,forming a unified goal,which is conducive to the growth and strengthening of enterprises.However,many small and medium-sized survey and design enterprises are deeply affected by the historical system,lack of management ability and backward management level.There are still many problems in their performance appraisal work,which has caused a lot of resources and time consumption.The failure to effectively enhance the competitiveness of enterprises has seriously affected the role and value of performance appraisal.Aiming at the performance appraisal dilemma faced by many small and medium-sized survey and design enterprises,this paper takes Z Survey and Design Institute(hereinafter referred to as Z Design Institute)as the research object,finds and analyzes the status quo and existing problems of performance appraisal,and proposes improvement plans to Help Z Design Institute improve performance appraisal work,and then develop into comprehensive performance management,so that performance appraisal and management can truly become a powerful weapon to promote enterprise development.This paper first expounds the background,purpose and significance of the research,introduces the research content,research methods,etc.,and makes relevant literature review and evaluation.It introduces the development,research situation and theoretical basis of performance appraisal theory at home and abroad.Secondly,it introduces the current status of performance appraisal of small and medium-sized survey and design enterprises,introduces and analyzes the basic situation and performance appraisal status of Z Design Institute,finds the main problems in the performance appraisal of Z Design Institute,and analyzes the problems.The cause of the study provides a reference for improving the performance appraisal of Z Design Institute.Thirdly,aiming at the problems existing in the performance appraisal of Z Design Institute,taking the main problems existing in the performance appraisal of Z Design Institute as the starting point,combined with the analysis of theories and methods,the Z-design institute performance appraisal improvement plan is proposed,and the performance appraisal is optimized.To provide support for talent management and enterprise development in the institute.Finally,the implementation ideas of the Z design institute performance appraisal improvement program are introduced.Through the pilot implementation,the precautions are analyzed,the effectiveness and impact of the implementation are expounded,and the next step of optimization is proposed,which in turn promotes the optimization and improvement of the performance evaluation of Z Design Institute.More in line with the needs of the development of the institute.
