As a geographical phenomenon in the process of industrial evolvement, higt-tech industrial agglomeration is prevalently found in the economic development process. High-tech industries are prone to the production gathering because of less dependence of natural conditions and appear to centralize in the advantageous region in space. At the same time, by reason of increasing returns to scale and positive external-economic effects, high-tech industrial agglomeration often leads to further the industrial centralization. The aggregation behavior of high-tech industry can bring to agglomerate effect, symbiotic effect, synergetic effect, regional effect, structural effect and many other advantages; it also has a significant impact on the regional distribution of high-tech industry and the improvement of industrial technological innovation capability. By retrospecting the theories on industrial agglomeration and technological innovation, agglomerative level and technological innovation capability of high-tech industry in various parts of China are quantitatively analized and evaluated, and based the former conclusion, the relationship between the industrial agglomeration and technological innovation capability is discussed. A series of political suggestions to optimize the agglomeration and to enhance the technological innovation capability of Chinese high-tech industry are proposed at the end of the paper.This paper is divided into seven chapters:In Chapter 1, the background and significance of the paper's main topic are introduced, and domestic and foreign literature related to industrial agglomeration and technological innovation are reviewed and summaraized. On this basis, this paper's methodology, the basic framework and major points of innovation are put forward.In Chapter 2, theories related to industrial agglomeration and technological innovation capability are discussed, and the connotation of relevent conceptions in the paper are clarified.In Chapter 3, by making use of five indicators including industry concentration (CRn), Herfindahl-Hirschman Index (HHI), N index, spatial Gini coefficient(G)and Location Quotient (β), the average levels of agglomeration of the whole high-tech industry, as well as five high-tech industries in various regions of China are measured from 2000 to 2005. On this basis, the recent status of them are analyzed and evaluated.In Chapter 4, first, evaluation index system of technological innovation capability of China's high-tech industiral is constructed. And then, we adopted data of each indicator from 2000 to 2005 on average and caculated technological innovation capability, input ability, output ability and supportive ability of the whole high-tech industry, as well as five high-tech industries in various regions of China by using factor analysis method. Based on the former discussion, the recent status of them are analyzed and evaluated.In Chapter 5, from the horizontal perspective based on region and the vertical point of time, the relationship between the agglomerate level and industrial technological innovation capability is discussed. And the impact from the four locative factors of industrial agglomeration on technological innovation capability of Chinese high-tech industry is also analyzed by multi-linear regression,including the support form the government(G),knowledge spillover effect(K), the extent of derivative enterprises(E) and agglomerate effects of labor(L).In chapter 6, the reality effect of the development of industrial agglomeration in China is pointed out, and a series of political suggestions to promote the technological innovation of Chinese high-tech industry are proposed .In chapter 7, the full paper is summaried and future research is forecasted. It proposes the conclusion and insufficiency, and forecasts the tendency of future research.
