To accommodate the constantly changing conditions, increasingly more enterprises adopt project or transform to project-driven organization hammering at developing flexibility themselves. However, there are many cases in practice that project or even enterprise itself break down because of the lack of effective governance on project. There is a wide attention in practice on how could the parent organization make sure that the project organization’s behavior and function totally submit to goals of enterprise and how would the parent organization prevent opportunistic behaviors among projects. These questions are not quite discussed in academic field:first of all, existing literatures on project are mostly focusing on internal relationship of project organization, less on the relationship between the parent organization and the project organization by contrast. Secondly, there are rare studies on quantitative analysis of opportunistic behaviors due to their uncertainty and difficulties in measure, especially in project field.Based on the existing achievements and contacted with management practice, this study put the organizational coordination mechanism, project success, the opportunism of project organization between the parent organization and the project organization in one study framework to figure out the relationships between them. In term of Transition Cost Economics (TCE), and under the perspective of project governance, the study use standardization coordinating mechanism, direct supervision coordinating mechanism and mutual adjustment coordinating mechanism as independent variables, use project success as the dependent variable, and use opportunistic behaviors of the project organization as the mediating variable to construct the study’s framework of relationship between Coordination Mechanism, opportunistic behaviors and project success. Furthermore, the study make further effort to divide the opportunistic behaviors as active opportunistic behaviors and passive opportunistic behaviors, define the boundary of the two dimensionality and develop questionnaire on base of previous researches. Using SPSS 17.0 and AMOS7.0 to analysis data in order to investigate the functional mechanism of coordinating mechanism to project success. Above all, the conclusions of the study are as follows:(1) organizational Coordinating Mechanism which contains standardization coordinating mechanism, direct supervision coordinating mechanism and mutual adjustment coordinating mechanism, has a positive relationship with project success; (2) direct supervision coordinating mechanism can restrain active opportunistic behaviors but promote passive opportunistic behaviors; (3) active opportunistic behaviors and passive opportunistic behaviors have both played the role of inter-medium between standardization coordinating mechanism and project success; (4) active opportunistic behaviors has played the role of inter-medium between direct supervision coordinating mechanism and project success; (5) passive opportunistic behaviors has played the role of inter-medium between mutual adjustment coordinating mechanism and project success, the same role is not obvious on active opportunistic behaviors.
