Research On Performance Appraisal Of Regional Ecological Compensation Policy

Since 90s last century, there have been massive environmental protecting projects that employ the theory of ecological compensation implemented all around the country and many regions in the country. Meanwhile, along with the implements of ecological compensation projects, the research on ecological compensation has been boosted. Nowadays, these research es in China mainly focus on pre-compensation phase such as establishment of theory system, probe of mechanism, objective of compensation, form of compensation and also the confirmation of compensatory payment. But there are rarely post-compensation researches in terms of compensation performance appraisal, especially short of performance appraisal research making use of standard economical paradigm.Although and foreign relevant scholars in the field of application, geography, ecology and environment engineering project evaluation in areas such as methods to assess the compensation performance. But as a result of foreign research is mainly aimed at the ecological service value payment (PES) projects, from conceptual have some difference with the domestic comprehensive evaluation of ecological compensation. Although, advanced, scientific research methods, but here the research object of one type of indicators (such as ecological environment index, economic index and social index), and less involves the comprehensive index of ecological compensation. In addition, the application of social science research does not see more, especially economic scientific paradigm is mainly qualitative and quantitative research in the field of environment, ecological. Therefore, this paper tried to use the standard paradigm of economics, with the use of the method of quantitative economics.This paper defined the concept of ecological compensation, and probes into the theory system of comb, and probes into the ecological compensation of the object, subject, object, scope, methods and other issues, thus providing theoretical basis for evaluating the effectiveness of the compensation policy and research goals. Then, on the basis of ecological compensation theory, puts forward the necessity of performance evaluation of regional ecological compensation and its theoretical basis are discussed in detail, assessment framework, assessment method. Consider China’s national ecological compensation policy, there is no more than the implementation of the compensation shall be limited to basin, area, or within the administrative region, therefore, is of a certain province, regional ecological compensation performance, and provide reference for other projects is meaningful.In view of this, this article relying on the financial department of liaoning province "liaodong mountainous ecological compensation performance evaluation research" project, takes Eastern Liao Ning mountainous area for example.Basing on the panel data of 16 agricultural counties of Eastern Liaoning Mountain Region,this paper applied principal components analysis to calculate a comprehensive ecological performance index of each county. we conducted a horizontal comparison and dynamic comparison among 16 counties,and divided these counties into 5 grades.Finally using metering method, by introducing the entropy value method, tend to value matching method, economic technology such as panel data regression method to evaluate regional ecological compensation performance and its influencing factors.The conclusion of this paper is as follow:through introducing Entropy Method, propensity score analysis, panel data regression method of economical technologies, we launched the appraisal of ecological compensation performance. Taking ecological compensation of fiscal project in eastern Liaoning Mountain Region as a case, this paper initially reports that the best counties in ecological performance are policy effecting counties,but policy were also short of effect in some policy effecting counties like Qinghe, Dengta, Gongchangling by employing entropy method and statistical analysis to calculate and compare the ecological performance of 27 counties that resemble each other in term of economy, society, ecological condition. By making compare between policy effecting counties and non-policy counties, we suggested compensation policy and administrative jurisdiction have significant effect on ecological performance. Panel regression results show that by controlling administrative jurisdiction, time trend, environment protection investment and forest resource, the effect of policy is 0.475.To avoid the problem of sample selection, the Kernel matching method were introduced to report the ATT is 0.783.Both of the methods supported the validity of policy. Finally, to study the effecting factors of ecological compensation performance, this paper implemented a panel data regression with regard to policy effecting group sample, and compare the regression results with results that come from whole sample regression. The regression results in term of policy effecting group show administrative jurisdiction, fiscal deficit ratio are significantly positive. Economical factors are not significant except for average GDP. Time variables are significantly positive, which suggests that policy effect has been emerging gradually and the trend of validity is converging.
