| In the 21st century, as the rapid development of technology, the optimization of industrial structures has become a necessary way to guarantee the sustained development of regional economy, it causes skilled personnel turns to be the key forces of national & regional economy grows and social progress, which also playing an increasingly important role during the economic & social development. Recently, with the promotion of industrial structures in Jinzhou New District, the requirement of skilled personnel in Equipment Manufacture, Electronic Information, New Energy, New Material and some other advance manufacture fields increases rapidly. But at the same time, "mechanic barren" is also a big problem that has to face, the lace of high-grade skilled workers will become a "bottleneck" that restricts healthy & rapid development of enterprises.Through issuing questionnaires and doing depth case interviews to the key industries groups in the New District, the author of this paper has investigated the current situations of skilled personnel in some regional & industry characteristic enterprises, analyzed some basic information of skill level, age structure, origin channel, types & demand of training, and some other questions, raised the problems existed in this field, such as unreasonable structure, inadequate supply, not-high overall quality, inconsistent with developing requirement, etc. Combing with the reality of the New District, the author also studied much relative academic literature intensively, learned from many good training experiences of Germany, UK, Australia, Japan, Canada, and other advanced countries.At last, the author advised individualized strategies for solving the problems of skilled personnel training of enterprises from three aspects, which are playing well the leading role of government, subjective role of enterprises, fundamental role of vocational schools. These strategies supplied substantial theory bases for disposing of unreasonable skilled personnel structure, shortage of total numbers and other problems, which can also devote some contributions to train more good skilled personnel for the New District and create it to be "the skilled talents training highland"... |
