| With the change of social and economic environment of global and China, as well as the explosion of information, the rise of massive think-tank organizations are promoted. China is an emerging country, where policy makers and enterprises increasingly need a professional institution for their ideas. As a critical step for their own development, Achievement transformation not only can help decision makers to get information and solutions, but also can help those people, who are out of the policy making process to influence the result of policy making, making it more democratic. The problems existing in the achievements transformation mechanism of Chinese think-tank lead to the low achievement conversion rate and long conversion cycle, severely restricted the Chinese think tank’s own development and its positive role to the society.This article made a research for achievements transformation mechanism of Chinese think-tank is based on system theory and synergetic. The paper is divided into four parts, firstly it defined the concept of think-tank achievements, achievements transformation mechanism and its features and constituent elements, and made a brief introduction of the theoretical basis involved in this paper. Secondly it summarized the present situation of funds management, personnel allocation and achievements transformation of the achievements transformation mechanism, and pointed out the existing problems. Then it analyzed the reason for the existence of the problem is that defects of innovation system and supporting system, which is made of policy, law and market. Based on this, at last it put forward the way of improving the achievements transformation mechanism of Chinese think-tank need to build environment support system as well as to optimize the scientific and technological innovation system, at the same time, it proposed the feasibility and measures to built achievements transformation collaborative mechanism based on synergetics. |
