The Inner Mongolia Autonomous Region Rural Minimum Living Security System Evolution Process And Present Situation

The Inner Mongolia Autonomous Region is the beginning of the implementation of rural minimum living security system in 2006. By 2007, the Chinese government decided to establish a nationwide rural subsistence allowances system, the minimum living guarantee of rural residents we described in this paper. The establishment and implementation of the rural minimum living security system is the traditional social relief system reform and perfect, promote the rural city and accelerate the process of new rural construction, bring benefits to the people, this policy is under the support of the masses. The minimum life guarantee system of rural residents to meet the needs of the rural poor farmers, actually is a government to do good, to do practical things for the people of the policy, system of subsistence allowances for one kind of all kinds of social security in rural areas in the implementation of social assistance is required to form,poor farmers qualified insurance to allow them to enjoy subsistence allowances, the implementation of this policy is to find an effective and lasting solution to the problem of poverty in rural areas and the countermeasures, the ultimate aim is to reduce social conflicts, maintain social stability. Since 2007 the establishment of rural minimum living security system in the country, this policy has gone through nearly eight years of ups and downs, in improving the poor living conditions of farmers has played a certain positive effects, but also inevitably accompanied by some problems. For perfecting the western underdeveloped area policy of rural residents an defectively solve the problems in the system, this paper focuses on the implementation of rural residents in the Inner Mongolia Autonomous Region as an example, the evolution of living related policy formulation and implementation process of the Inner Mongolia Autonomous Region over the years as a clue, to find out the related problems, and puts forward some countermeasures and suggestions.
