Municipal utilities is an industry which is controlled by the local government or entrusted state government department aiming at providing specific public product or service for the public. It includes water supply, heating, gas, urban public transportation, drainage, sewage and waste management, municipal facilities, landscaping, and amenity environment and so on. For a long time, China treats municipal utilities as public welfare undertakings. It is not included in operation system of market economy and is controlled and managed directly by the state. The modal of the product which is supplied and priced by government is operated by state and city finical department. The speed of the market-oriented is too slow. Since Speed up the process of municipal utility market issued by the Ministry of Construction, the reform of Municipal utilities market-oriented has blossomed around the state. Municipal utilities market-oriented has broken the monopoly situation. A large amount social funds and private capital has invested on the area. It has played a positive role in improving the management of the enterprises, speeding the municipal utilities and reducing the local fiscal.Municipal utilities is the important carrier of city economy and social development. It relates to social public interests, living quality of people and sustainable development. In China, at the present of insisting "People-oriented ", Building a harmonious society and paying attention to People’s livelihood, people must focus and highlight the government regulatory issues after market reform. It has been the focus of the study that how to adjust the government management and how to advance the reform of the municipal utilities can make the reform either speed the development of municipal utilities or promote the service of the municipal utilities.During these years, Lanzhou has developed the effective market-oriented reform in water supply, heating, gas, urban public transportation, drainage, sewage and waste management, municipal facilities, landscaping, amenity environment. This measure not only energizes the store funds in the city, speeds the municipal utilities, also brings in the advanced management opinions. It has been admitted by the home colleagues.The author devoted the management of the municipal utilities for many years. This paper has combined the author’s experience with the study together, taking the example of Lanzhou to do the systematical research for the reform of municipal utilities market-oriented. Organize the advanced methods to deal with the present key factors and show the flow diagram in order to benefit the reform of municipal utilities in home.
