Research On The Developmental Pattern Of Shanxi Large Coal Enterprises Since The Reform And Opening Up

As a big province with coal resources, Shanxi province has coal resources with characters of large reserves,wide distribution, all varieties, high quality, being shallowly buried, and easy to exploit etc. In the third national survey of coal resources, coal reserves in Shanxi are 655.2 billion tons, accounting for 12% of the whole country, and ranking the third, which follows Xinjiang and Inner Mongolia. In all 119 counties in Shanxi, there are 91 counties producing coal, up to 3/4 or more. Therefore, the coal industry plays a pivotal role in the economic development of Shanxi, and is directly related to the economic development of all regions of the province. As the main micro-subject in the coal industry, coal enterprises determine the status of the development of the coal industry. Especially large coal enterprises, for the scale required by the resource-based industries, play an important role in the development of the coal industry.Since the reform and opening up, with the establishment of energy heavy industry bases, conducting a comprehensive integration of coal resources and building Shanxi Transition Comprehensive Reform Pilot Area, large-scale coal enterprises in Shanxi has gone through four stages. The first stage is eight mining bureau early in the reform and opening up; second stage is the rise of the small township coal mines, and the gradual development in parallel with the period of state-owned coal mines, which is also a booming stage in Shanxi coal industry; third stage is the development of large-scale coal enterprises and growth period; fourth stage is the large state-owned coal enterprises continue to mergers of small coal mines, the formation of a high degree of industrial concentration, competition is more rationalization of the period, which is mainly composed of the seven provincial coal mine groups and some local components. In these four stages of development, the development of large coal enterprises, whether the change in strategy or operating strategy, or profit levels are constantly changing. Every change also brought changes in the business development model. How these changes occurred, what features various development models were showing, how much effectiveness etc, these issues are worthy for us to sort out carefully, which could provide reference for the future development of coal enterprises and industry in Shanxi Province or the whole China.Based on the review of the development process of large-scale coal enterprises in Shanxi since the reform and opening up,This article firstly divided its development model into four stages, in order:"pure production", "production and operation", "large-scale and diversification" and "sustainable development "four modes, then analyzed the evolution and reasons for these four modes. This paper argues that national policy factors, changes in property rights, their own operating system and other companies continue to adjust their development strategies and development models to adapt to the changing environment and achieve long-term stable development of enterprises. On this basis, it is expected to provide some policy recommendations for the future development of large coal companies.
