Research On The Effect Of TBT On China's Mechanical And Electronic Products Export

Economic globalization and trade liberalization has gradually weakened the impact of tariff and non-tariff barriers in international trade. Instead, TBT(Technical barriers to trade) has been more and more widely adopted and become the major means and high-level form of new trade protectionism which the developed countries implemented. After China's mechanical and electronic products exports accounted for 30 percent of the total volume of exports in 1995, it has kept raking first and rising in our foreign trade. As the major exporting products, China's mechanical and electronic products have suffered the most intensive technical barriers. The TBT has become a key factor restraining and affecting China's mechanical and electronic products exports in a concealed and legal way.This paper starts research with expounding the methods and results of TBT study at home and abroad, probes the impact of technical regulations and standards on China's mechanical and electronic products exporting trade in economic theory by taking the actual status into consideration. Then it objectively analyzes how and why China's mechanical and electronic products exporting trade are confronting the TBT. On this basis, it makes an empirical study on the TBT impact on China's mechanical and electronic products by introducing the econometric method of gravity model. And the empirical study results the conclusion that the TBT has negative impact on China's mechanical and electronic products exporting trade. Meanwhile, at present, China is short of technical regulations and standards relevant to mechanical and electronic products, and the existing ones are not geared to international practice. According to the theoretical analysis and empirical study, the paper puts forward suggestions and advice to step over the present TBT facing our mechanical and electronic products in the level of the government and the enterprises specially in the end.
