In recent years, as global warming and environmental pollution is worsening, the construction of low-carbon city is given more and more attention at home and abroad. There are some cities that have started to practice, such as London in England, Tokyo in Japan and Shanghai, Baoding in China. In the "Thirteen Five" plan, Fujian Province referred to build "Fresh Fujian". Fuzhou, as the capital of Fujian Province, is imperative to build a low-carbon city.This paper take the Fuzhou as an example for research, selecte seventeen indicators from three aspects including economic development, social advancement and low-carbon construction, to constructe index system to evaluate their level of low-carbon construction from 2009 to 2013.In the evaluation process, this paper analyze the influence factors with the Principal Component Analysis. The results show that:a. Extracted out of the three main ingredients(economic development, social advancement and low-carbon construction), which could explain the extent of the original data up to 95.904%; b. The carbon levels of Fuzhou present a trend of increasing;c. Compared with Xiamen, the carbon levels of Fuzhou fluctuate significantly. Based on the above, this paper designe with different economic growth speed and energy conservation efforts of scene model, for the prediction of the total carbon emissions from 2016 to 2020 in fuzhou. Under low-speed, medium-speed, high-speed growth optimization and regular, high or low carbon energy saving:a. The carbon demand is rising; b. The relationship between economic growth and energy intensity is substitute for each other. At last, this paper put forward the recommendations on the development path of low-carbon city of Fuzhou, from four aspects:economic development, social advancement, low-carbon construction and comprehensive influence.
