With the accelerating process of industrialization,mankind has consumed a large amount of ecological resources in the process of achieving social production.Greenhouse effect and pollution have been urgent problems.So,the concept of low-carbon emerges,with the promotion of low-carbon concept,the construction of"low carbon city" has become a hot issue in city planning.Since the "Hunan province" 13th Five-Year "environmental protection plan" has been released,Hunan province government attaches great importance to ecological civilization construction and environmental protection,ecological and environmental problems have risen to strategic issues,low-carbon city construction that in order to strengthen the key areas of pollution control,improve the quality of the urban environment and promote the construction of ecological civilization has received more and more public concern.Therefore,through the case analysis of low carbon city construction at home and abroad,combined with the specific situation of 13 prefecture level cities in Hunan Province,summarize the development models of low-carbon cities,and summarize the possible external driving force factors based on the low carbon theory.Then,establish spatial econometric patternss to evaluate influencing factors of low carbon development level in Hunan Province.Combined with the assessment of the Low carbon city development level and measurement results,we put forward relevant policys and suggestions of low-carbon city construction in Hunan province.The key point of this article is the third chapter and the fourth chapter,The third chapter selects low carbon evaluation indexes,builds a low carbon DPSIR evaluation index system based on the summary of the low carbon city drive type analysis in the second chapter,uses principal component analysis,entropy method and cluster analysis method to analyze the development of low carbon city scores.The fourth chapter combines low carbon city external driving force factors in the second chapter and DPSIR model calculation results,uses spatial econometric model to test the external driving force factors of the low carbon city development.According to the test result,the influence of urbanization on the development of low carbon city in Hunan province is significantly negative,this indicates that in the process of low carbon city construction in Hunan Province,it is necessary to control the speed of urbanization reasonably and pay attention to the coordination between urbanization and low carbon construction.The measurement results also show that compared to the financial support and financial factor factor,industrial upgrading the level of Hunan province and the level of FDI for low carbon development contribution rate is small,Therefore,the key consideration should be introduced to the industrial structure of Hunan province and the adjustment of foreign direct investment in the development of low-carbon construction in Hunan province suggestions.
