By studing the Balanced Scorecard and the development process, characteristics, and theory of Policy Management, it is the commonly method of performance management to elaborated that the Balanced Scorecard in the performance management has the advantages for goal setting and expression, but it has problems such as bringing too many indicators that are used to promote the department cooperation, Hoshin Kanri has the advantages for coordination by catch-ball but it is lack of logical and normative issues on goal setting.Based on the study of these respective characteristics, it discussed the method of binding Balanced Scorecard and policy management, put forward the Balanced Scorecard-Hoshin Kanri joint model, and combined with the actual case of TMPH enterprise, concretely introduced the 5 stages of the implementation of the joint model after an in-depth study on TMPH current permormance management. In the index decomposition and setting process,through the two kinds of choices that between sharing and contributiong, applied catch-ball to the Balanced Scorecard,established a performance management system for TMPH enterprise,solved the problem of relationship between enterprise strategy as goal unclear, excessive indicators, difficult cooperation, which brought some benefits for the TMPH enterprise in practice.
