Under the economic globalization and regional economic integration competition environment, the capacity of independent innovation has become the key factors influencing the level of industrial development and competitiveness. To upgrade the independent innovation capacity of industry, it can accelerate the transformation of scientific and technological achievements into productive forces, is the important path that realizes the optimization and upgrading of industrial structure, the transformation of the ways of economic growth. As the strategic leading industry of the national economy, High-tech industry has remarkable characteristics of knowledge-intensive, advanced technology, high additional value of product, strong industry correlation effect, is the commanding heights of the today’s world comprehensive national strength competition, and it is an important marking to measure a country or regional economic development level. In recent years, with the continuously development of high-tech industry in China, the leading role of innovation in regional economic growth were strengthened gradually, high-tech industry independent innovation, has become the important issues of common concern at the government and the industrial circle, and has become a research hotspot of domestic theory.The scientific evaluation on the independent innovation capacity of high-tech industry, not only contributes to learning about the situation and finding out the problems of the independent innovation of high-tech industry in China, improving the capacity of independent innovation, promoting the change of high-tech industry in China from a large production towards a strong one, but also contribute to the development of upstream and downstream industry, it is significant for both in industrial technology progress and regional economic development.This paper mainly uses the combination of theory and empirical research method, by using the theory of industrial economics, technological innovation theory, and industrial innovation theory, after collecting the independent innovation capacity of high-tech industry of the relevant literature, constructs a high-tech industry independent innovation ability evaluation index system, factor analysis, cluster analysis method, a convergence and absolute β convergence are carried out for assessing and comprising of the regional differences of the independent innovation capacity of China’s high-tech industry. The main contents of this paper are as follows:The first chapter is an introduction, explained the research background, significance, content and structure of the arrangements, research methods and technology roadmap, and the expected innovation points.The second chapter is the industrial independent innovation capacity research rationale and the literature review. The paper systemically introduces the research rationale, including the theory of industrial economics, technological innovation theory, and industrial innovation theory, and briefly reviews the main research results at home and abroad from two aspects of independent innovation and independent innovation capacity.The third chapter constructs an evaluation index system of the independent innovation capacity of the high-tech industry. According to the objectives and principles of the high-tech industry, this chapter has established an evaluation index system of the independent innovation capacity of high-tech industry in China from four aspects:innovation foundation, innovation investment, innovation transformation and innovation output, consisting of four level indicators,23 secondary indicators, and use factor analysis and cluster analysis as a comprehensive evaluation method.The chapter four is the empirical analysis of the high-tech industry innovation capacity evaluation. According to the evaluation index system constructed in the last chapter, the difference of the high-tech industry at 30 provinces and cities in 2013 was comparatively analyzed through SPSS20.0 software. Further the paper tests the convergence of regional differences of the high-tech industry independent innovation capacity in China in 2004-2013 by a convergence and absolute β convergence.In the chapter six, according to the result of empirical analysis, the related policy suggestions were put forward for improving regional independent innovation capability of high-tech industry in our country.The Chapter six is the conclusion and research outlook, this part briefly summarizes the main conclusions of this research and puts forward prospect for further research.The main conclusion of this paper is as follows:(1) The independent innovation capacity of China’s high-tech industry and regional economic development shows a positive correlation, there were great differences among the regions, and there exists a gradient descent among the eastern, central and western areas.(2)The internal structure of three regions is out of balance, the independent innovation capacity of high-tech industry varies in different regions in east, middle and west of China.(3)The independent innovation capacity of high-tech industry in China shows the overall low characteristic, the only 1/3 area (mainly) innovation capacity is above the average level of China.(4)Cluster analysis indicated that the independent innovation capacity of China’s high technology industry were divided into four categories, the level differs greatly for each categories. (5)The tests show that σ-convergence is not obvious, namely the difference of the independent innovation capacity of regional China’s high-tech industry has been enlarging. (6)the (3-convergent is obvious in east region, at an rate of 11.3 percent, while the β convergent is not obvious in the central and western parts of China, that is, the difference of the independent innovation capacity of high-tech industry in the eastern region is narrowing at a high pace, but then the Central and Western regions is slower.
