With the development of economy, constraints on energy, resources and environment are rising, get rid of these constraints are indispensable to the support of science and technology. Since the strategy of "prospering China by science and education" are provided, the development of China's high-tech industry has been very fast. Both the total production of China's high-tech industry and its share of GDP have increased significantly. However, the increase of total production does not mean the increase in efficiency. With the development of high-tech industry, the technical efficiency of it also has become a hot academic issue. How the level of technical efficiency of high-tech industry among the regions of China? Whether there is a convergence of the efficiency of high-tech industry among the regions of China? These are the questions which we need to answer urgently. Therefore, the spatial effect will be included in this paper, and the method of spatial econometric will also be applied to the study of the space convergence of the technical efficiency of China's high-tech industry.This paper has three main sections. The first section:this paper analyses the development status of China's high-tech industry before the analysis of the convergence of technical efficiency of China's high-tech industry. The second section: technical efficiency of high-tech industry among the regions of China are estimated, based on the effective definition of the concept of technical efficiency and convergence. The third section:starting with theoretic analysis of the convergence of the technical efficiency of China's high-tech industry, based on the spatial correlation analysis of the technical efficiency of high-tech industry among the regions of China, this paper further discussed whether there is a space convergence of the technical efficiency of high-tech industry among the regions of China. This paper also discusses the factors which influence the convergence of the technical efficiency of China's high-tech industry.After the study of the development status of China's high-tech industry, the results tell us that there is not just a clear growth trend of China's high technology industry but also the development gap of the high-tech industry among the regions of China is becoming obvious, even showing a trend of increasing. If the gap also reflected in the technical efficiency, there will be no doubt that it will have impeditive functions on China's high technology industry. Therefore, after estimate the technical efficiency of high-tech industry among the regions of China, this paper analyses it used the method of spatial econometric. The results showed that, first, there is a obvious positive spatial correlation of the technical efficiency of high-tech industry among the regions of China, and there also have a mutual influence among the regions of China, showing the phenomenon of spatial agglomeration; Second, there is a obvious space ? absolute convergence of the technical efficiency of high-tech industry among the regions of China and there is also a obvious positive diffusion effect among the regions of China. The rising of technical efficiency of high-tech industry of an area will also lead to the rising of technical efficiency of high-tech industry of its surrounding areas through spatial effect; And third, there is a obvious space ? conditional convergence of the technical efficiency of high-tech industry among the regions of China. Finally, in order to narrow the gap of the technical efficiency of high-tech industry among the regions of China, this paper also give the relevant policy recommendations.
