Evaluation Of Sustainable Development Of Land Consolidation Of Western Mountain Area In Shijiazhuang City

The main content of land management is land consolidation. It not only increases the amount of arable land, but also enhances its quality, which can facilitate agricultural production and improve the land use degree. However, in the real practice of land consolidation, due to lack of understanding in potential long-term influence on local environment, most land consolidation activities are profit-driven thus laying much emphasis on short-term economic returns and increase on agricultural acreage.Therefore, it is necessary to establish a set of sustainable development evaluation index system to analyze and assess the condition continuously after land consolidation activities. In the meantime, we apply the theories to real practice and come up with effective measures to provide theoretical and technological support for similar land consolidation cases to realize the sustainable development of land resources.72% of Shijiazhuang land consolidation project were carried out in the western mountainous areas, which boasts abundant potential arable resources and will be the future main area for land consolidation activities in Shijiazhuang. So, the sustainable development evaluation with the research object of western mountainous area land consolidation area is typical and representative.This paper focuses on three factors of economy, eco-environment and society.We have chosen 15 typical evaluation indexes and established a sustainable development index system for land consolidation by defining hierarchical indicators,index hierarchical standards, index weights, and formulating mathematical models.We combine the methods of qualitative and quantitative analysis to choose indexes and determine the index weight by upgraded fuzzy hierarchy analytical methods.Through literature review and empirical analysis, we carry out the research of sustainable development evaluation on the land consolidation activities in western mountainous areas of Shijiazhuang.We can see form the evaluation analysis that the sustainable development capacity of the land consolidation projects in western mountainous areas of Shijiazhuang is unsatisfactory. Generally speaking, with the implementation of such land consolidation activities, the amount of arable land has been effectively increased,facilities such as the agricultural irrigation and water conservancy has been improved,the production cost has been decreased and the peasants’ harvest and income has been promoted. This is the positive influence of land consolidation. While at the same time,during the whole process, people ignore the arable land quality and the eco-environment, leading to the result that the general level of sustainable development of land consolidation in western mountainous areas is low. In this paper,we try to simulate the sustainable development capacity under three different development patterns. We tend to find the most ideal pattern for sustainable development by providing the situation where all indexes best fits the requirements for sustainable development. It will be a good reference of sustainable development pattern of land resources in Shijiazhuang City. At last, based on current problems in land consolidation, we put forward several suggestions and express our wonderfulexpectation on future land consolidation.
