Study On The Adjustment Of Industrial Structure Of Shaoyang City Under The Background Of A Large Number Of Labor Force Outflow

Labour is one of the important factors of regional economic development. Reasonable labor mobility is conducive to the development of social economy, but a lot of labor outflow, not only can cause various social problems in the labor-flowing-in area, but also will cause the outflow of talents in the labor outflow area, which is not conducive to development of social economy in the labor outflow area.So how to ease labor massive outflow is a problem to solve,which can promote rational labor flowing and has a very profound social significance whether for labor-flowing-in area, or for the labor outflow area. The enormous outflow of labor force is associated with the employment structure of labor outflow area, and it is often under the influence of industrial structure, so the industrial structure is strongly associated with the plethora outflow of labor.This thesis takes shaoyang city as an example to study, through investigating the status quo of plethora outflow of labor, analyzing the reasons of this phenomenon, and expounding the impact of it, and then analyzing the associations of employment structure and industrial structure,and the relationship between industrial structure adjustment and employment expanding,and then following main conclusions:(1) The reason of plethora outflow of labor in Shaoyang is:per capita resources is poor,the labor productivity improving and urban and the increasing imbalanced of rural economic development on the macro level;the imbalanced supply of demanding for local jobs, labor personal needs and the lack of the government guidance and relevant measures on the micro level.(2) The plethora outflow of labor brings some impacts as the limitations of the local economy development, the outstanding problems of left-behind children and serious problems of empty nesters.(3) The industrial structure is more and more optimizing and the employment structure is unreasonable, the deviation of employment structure and industrial structure.(4) The adjustment and optimization of industrial structure can expand the employment; the countermeasures of Industrial structure adjustment including three-times industrial structure adjustment and three-times industrial structure adjustment within the industry.(5) The thesis puts forward five aspects to ensure the realization of the industrial structure adjustment:"vigorously developing rural education, improving the quality of the rural labor force itself, "intensifying the building of the new type of urbanization, and promoting the transfer of rural labor force in situ","controlling the excessive growth of population", "improving employment service system of the urban and rural region and playing the leading role of government functions".
