The Employment Problem In China's Industrial Structure Adjustment Process

Employment is the foundation of people's livelihood. The employment problem is a very important issue during the economics research and the economic development, and gets more and more attention between the economics domain and government of each country. With China's economic development and industrial structural adjustment, the employment situation is still very grim. And domestic and foreign scholars have done in-depth research mostly from the total, institutional and other perspectives, but there is not many researches through the adjustment of the industrial structure and the improving the quality of the labor force. The paper is to expand employment through the in-depth research and then put forward the corresponding measures.The paper starts with the developing state of the industrial structure and the employment structure, analyses the relations between the industrial structure and employment structure and the relations between and adjusting of the industrial structure and the employment, check the problems from the industrial structure and employment structure and the quality of the labor force , and analyses the reasons come from the unbalance between the industrial structure and the employment structure, and the bad quality of the labor force.. The reasons include technology advancement which squeezing out labor force, singleness of the agricultural industry structure, big resistance of the surplus labor, slowness of the third industry , bad quality of the labor force and so on. In order to promote the employment, the paper brings forward such effective measures as developing manufacturing, agriculture, the third industry and education.In this paper, China's adjustment of the industrial structure to expand employment as the starting and ending intention and play an referenced value to solve the employment problem in the theory and practice.
